Final validation — Phase 1 + Phase 2
Verified the complete diff at f75d9f7 and the relevant handlers, response builders, locking, permissions, and test infrastructure; no actionable in-scope findings remain. The two supplied suggestions do not establish defects in the documented request-rate policy. This was a static review: the supplied CI snapshot shows successful builds, lint, and standard, SQLite, and no-wallet test jobs, with multiprocess, TSAN, and ASAN tests still pending as of 2026-10-13T04:44:29Z.

Re-review — Final validation — Phase 1 + Phase 2
The rate-limit implementation correctly uses a shared, connection-local token bucket for both request types, checks it after deserialization and before acquiring cs_main, and synchronizes access under g_msgproc_mutex. The functional test updates cover shared exhaustion, refill, malformed-request handling, and the noban exemption. No in-scope defects were found; the supplied CI snapshot shows lint passing while build and ClangFormat checks remain queued.

Charge GETQRINFO for all constructed diffs
For a mature chain, an untrusted peer can request a full rotation response and this check deducts only one token even though BuildQuorumRotationInfo can construct up to roughly 101 masternode-list diffs (src/llmq/snapshot.h:94-96, with the calls in src/llmq/snapshot.cpp:212-253) while the handler holds cs_main. A fresh connection can therefore trigger up to roughly 10,100 of the same historical list builds that GETMNLISTDIFF is being throttled for, followed by another full batch every 10 seconds, so the new request-rate limit still permits the GETQRINFO lock-contention DoS it claims to cover. Weight this request by its worst-case constructed work or give it a substantially tighter separate budget.

Valid, though with smaller numbers in practice. A reply holds 2 + 3 (or 4 with extraShare) + one diff per extra snapshot height, so the theoretical maximum is about 102. On mainnet I sampled quorum rotationinfo at 152 heights across the rotation history: 145 replies had no extra snapshot diff and 7 had one, so 6–7 diffs per reply. Either way, one token per request undercharged it.
Fixed in 3ced318. The bucket now counts diffs. A getqrinfo still needs one token to be served, and is then charged for every diff it built (2 + GetCycles().size() + mnListDiffList.size()), on both the legacy and the efficient path. A build that fails partway is charged the same way. The bucket can go negative, and the peer waits for the refill to cover the overdraft. A fixed pre-charge of the worst case (~102) would not fit the 100 burst and would break dashj's ~90 diffs + 1 getqrinfo catch-up. Charging the real count keeps every listed client inside the burst. Per connection, the work is now at most 100 diffs plus one reply's overdraft up front, then 1 diff every 10 s for both messages. Before, it was up to 100 requests of up to ~102 diffs each, then one such request every 10 s.
feature_llmq_rotation.py now reads the reply's cost from the RPC. It checks that a getqrinfo is served with one token left, and that 11 s of refill then still leaves both messages ignored. A dashd without the extra charge fails that check (not(22266 == 14844)). The PR body has the updated numbers.

Both handlers build their response under cs_main with no rate limit, and a diff for an uncached historical block replays up to a snapshot period of stored list diffs. A peer could keep cs_main and the message handler busy with a stream of small requests at no misbehavior cost. Add a per-peer token bucket shared by both messages, modelled on the ADDR token bucket and counted in masternode list diffs: 100 diffs of burst, refilled at one diff every ten seconds. A GETMNLISTDIFF costs one token. A GETQUORUMROTATIONINFO builds one diff each for the tip, H and every target cycle, plus up to 3 * signingActiveQuorumCount snapshot diffs, so once served it is charged for every diff in its reply, also when the build fails partway. It needs one token to be served and may overdraw the bucket; the peer then waits for the overdraft to refill. Requests that find less than one token are ignored without a reply or score. Peers with noban permission are exempt. The burst covers the quorum-verification diffs light clients request on initial sync; synced clients need about one diff per block. The rate limiter is correctly shared between GETMNLISTDIFF and GETQUORUMROTATIONINFO, checks permissions before charging, and accounts for the fixed and successfully appended diff components. However, a failed snapshot-diff build can perform substantial work before the diff is appended, and that attempted diff is omitted from the charge, allowing one such build per request to escape the intended budget.

In `src/net_processing.cpp`:
- [SUGGESTION] src/net_processing.cpp:5708-5710: Charge partially constructed snapshot diffs when QRINFO building fails
`mnListDiffList.size()` counts only snapshot diffs that were successfully appended to the response. In `BuildQuorumRotationInfo`, the append occurs after `BuildSimplifiedMNListDiff` succeeds; that function can perform masternode-list and quorum-diff work and then fail later, such as while building chainlock information or reading the target block. The current snapshot diff is then absent from `mnListDiffList`, so this request consumes one fewer token than the work it performed. A peer able to trigger a deterministic failure can repeat the path and obtain one uncharged snapshot-diff build per request. Track attempted or completed work in the builder and charge the current snapshot diff even when construction fails.

I'm leaving this one as is. On a failed build, the charge is 2 + GetCycles().size() + mnListDiffList.size() tokens in total, so it already counts the tip, H and every target cycle no matter how far the builder got. That means the half-built snapshot diff is the only work that can go uncharged, and only on the legacy path:
- Efficient path: the snapshot loop runs first. A failure at snapshot k has built k diffs and is charged
5 + (k-1)= k + 4, an overcharge of 4. - Legacy path: the tip, H and the cycles are built before the snapshot loop. A failure at snapshot k has built about 5 + k diffs and is charged 5 + (k-1), so it is short by at most one diff.
Every request still pays at least 5 tokens, and the worst-case gap is a single diff on a path that only peers below EFFICIENT_QRINFO_VERSION take. That keeps the per-connection rate within a small constant of the intended bound. Tracking attempted work inside BuildQuorumRotationInfo would change the builder's interface to close a one-diff gap, which I don't think is worth it here.

You're right about the accounting: I checked the construction order, and the efficient path's tip/H/cycle charges more than cover the failed snapshot attempt. On the legacy path, the shortfall is at most one diff, while every admitted request is still charged at least five tokens. I overstated the need for exact attempt tracking here; that bounded discrepancy does not defeat the per-connection rate limit, so I'm withdrawing the suggestion to change the builder interface.

Here the PR's final commit 45acdf3 is picked once instead of either merge. In `src/node/sync_manager.cpp`, this branch still sent `GETSPORKS` from the mnsync tick on every network, because #7847, which limited it to test chains, is not included. The request is removed entirely, as on develop. Mainnet spork values are hardcoded in `CSporkManager::GetSporkValue`, so the mainnet request had no effect. - **#7857** and **#7909**: develop folded `CChainstateHelper` into `Chainstate` (d5c1bd7), which is not on this branch, so the new code goes through `ChainHelper().special_tx` / `m_chain_helper.special_tx` instead of `m_special_tx`. The neighbouring develop-only `CSpecialTxProcessor::GetDeterministicMNListHash` is left out. #7888 tightens consensus rules for ExtAddr provider transactions behind V24, so I checked it against testnet. V24 is not active there yet (the tip's CbTx is still version 3), so the chain has no ExtAddr ProTxs the new rules could reject. rc.3's own serializer always writes canonical, sorted purposes, so every ProTx it builds passes the new rules. Mixed rc.3/rc.4 networks could only split on a hand-crafted non-canonical ExtAddr ProTx mined after V24 activates. So testnet miners and masternodes should move to rc.4 before V24 is signalled. Unlabeled develop fixes since rc.3 that were audited and left out: - Worth considering before the final release: #7869 (startup block replay after an unclean shutdown asserts on a quorum commitment, so recovery needs `-reindex-chainstate`; not a v24 regression), #7833 (gate signing intake before quorum retrieval, DoS hardening), #7682 (intermittent `relic_conf.h` parallel-build failure). - Left for 24.1: #7812, #7826, #7844, #7847, #7850, #7868, plus the routine upstream backports (#7780, #7806, #7830, #7855, #7856, #7862, #7863, #7865, #7883, #7884, #7898, #7906), refactors (#7805, #7878, #7880), and CI, docs and test-only changes. One CI-only commit comes last. It takes only the `ci/test` hunks of 6f71fa5 (#7901), which make `ci/test/00_setup_env_native_{multiprocess,tsan}.sh` honor `DEPENDS_ARCH`. Pull requests into `v24.0.x` run develop's workflow files (`pull_request_target`), and since #7901 those check the depends cache on x86_64 runners and pass the aarch64 build arch in `DEPENDS_ARCH`. Without the hunks, `linux64_multiprocess / Build depends` fails on any depends cache miss (`Build runner computes HOST=aarch64-linux-gnu but check-cache used x86_64-pc-linux-gnu`). Without `DEPENDS_ARCH` the scripts still use `uname -m`, so this branch's own push CI is unchanged. No version change is needed. `configure.ac` is already 24.0.0 with `CLIENT_VERSION_IS_RELEASE` false, so the build takes its version string from the `v24.0.0-rc.4` tag. ## How Has This Been Tested? Built and tested at 6c02b2b on macOS arm64 against depends, with `--enable-debug --enable-werror --disable-hardening`. - `make check`: all unit test suites pass, including `test_dash-qt`. - Functional tests, all passing: `feature_evo_shares_activation.py`, `feature_governance_objects.py`, `feature_llmq_signing.py` (plain and `--spork21`), `feature_masternode_shares.py`, `feature_sporks.py`, `interface_rest.py`, `p2p_instantsend.py`, `p2p_quorum_data.py`, `rpc_masternode.py`, `rpc_psbt.py`, `rpc_quorum.py`, `wallet_backup.py`, `wallet_dump.py`, `wallet_encryption.py`, `wallet_labels.py` and `wallet_upgradetohd.py`, each with `--descriptors` and `--legacy-wallet` where it supports them. - Each pick's changed lines were compared with its develop merge (or, for #7893, its PR commit). They are identical except for the #7893, #7857 and #7909 adaptations above, and the #7888 test adaptation below. - A local macOS arm64 debug build (`--enable-debug --enable-werror`) compiled most of the tree and stopped on a single error in `src/test/evo_netinfo_tests.cpp`. #7888's new test used `CNetAddr::V2()`, the serialization-parameter API from bitcoin#25284, which this branch lacks. The pick now writes that entry through an `OverrideStream` with `ADDRV2_FORMAT`, the way `NetInfoEntry::Serialize` does on this branch (see its commit message). - #7782's new unit test reloads the wallet with develop's three-argument `CWallet` constructor. On this branch the constructor still takes the CoinJoin loader and an `ArgsManager`, so the test passes them the way its fixture already does (see the commit message). - With both test fixes, a full local `make` (`dashd`, `dash-qt`, `test_dash`, `test_dash-qt`) completes with no errors. - `feature_pruning.py` is an extended test that CI does not run. #7894 is included because #7792 makes its restart path fail. ## Breaking Changes Carried over from the picked PRs: - #7876: rc.1 to rc.3 nodes that connected an affected block stored a wrong masternode list diff for it. Those nodes need `-reindex`; `-reindex-chainstate` is not enough for nodes that already marked the following block invalid. - #7888: stricter ExtAddr `netInfo` decoding and validation behind V24 (see above). The RFC1918 check now applies even with `-allowprivatenet`. - #7858: provider transactions no longer get InstantSend locks. Software that waits for an islock on a ProTx should wait for a ChainLock or confirmations instead. - #7857: a `ProUpServTx` spending an output of a pending operator key change, asset lock, asset unlock or MNHF signal is rejected from the mempool until that transaction confirms. - #7831: governance object signatures over 96 bytes are rejected, and the governance cache is discarded and re-synced on first start (`doc/release-notes-7831.md`). - #7871: address purposes are limited to `send`, `receive` and `refund`. Wallets with other purpose strings load with warnings, and `listlabels` errors on an unknown purpose (`doc/release-notes-27217.md`). - #7842: creating an HD wallet with a mnemonic passphrase over 248 bytes fails unless `-allow-deprecated-long-mnemonics` is set, and over 256 bytes always fails (`doc/release-notes-7842.md`). - #7792: a node whose evodb is missing a masternode list snapshot now stops at startup and asks for `-reindex`, and `evodb repair` reports it in `repairErrors`. - #7867: `protx info <proTxHash> <blockHash>`, `protx listdiff` and `masternode payments <blockHash>` return an error for blocks outside the active chain. - #7881: `protx shared_combine` on a `ProUpSharedRegTx` is refused unless its inputs are unlocked coins of a single address of the calling wallet, change returns to that address, and the fee is within `-maxtxfee`. - #7836: PSBTs referencing nonexistent previous outputs fail to deserialize (RPC error -22). - #7834: negative Electrum-import rescan indices are rejected. - #7893: on this branch, mainnet nodes no longer send `GETSPORKS` during mnsync (no effect, mainnet spork values are hardcoded). ## Checklist: - [x] I have performed a self-review of my own code - [ ] I have made corresponding changes to the documentation - [ ] I have assigned this pull request to a milestone 🤖 Generated with [Claude Code](https://claude.com/claude-code) Top commit has no ACKs. GETMNLISTDIFFandGETQUORUMROTATIONINFOare unauthenticated and have no per-peer rate limit. Both handlers build their response while holdingcs_main. A diff for an uncached historical block makes the node load the nearest EvoDB snapshot and apply up toDISK_SNAPSHOT_PERIOD - 1stored list diffs. The MN list cache is bounded by size, so requests spread over many historical heights miss it every time. A successful request carries no misbehavior score. One peer can therefore keep the message-handler thread andcs_mainbusy with a stream of small requests, which delays block, header, transaction, ChainLock and InstantSend processing for every other peer. The existing cache bounds limit memory, not request rate.
Fixes #7564 (that issue asks for
GETMNLISTDIFF; this change also coversGETQUORUMROTATIONINFO, which builds several diffs per request). What was done?
Added a per-peer token bucket shared by both handlers, modelled on the existing ADDR token bucket on
Peer. The bucket counts masternode list diffs, not requests:GETMNLISTDIFFbuilds one diff and costs one token.GETQUORUMROTATIONINFObuilds one diff each for the tip,Hand every target cycle (three, or four withextraShare), plus one per extra snapshot height. That last part is up to3 * signingActiveQuorumCountin theory (96 on mainnet), so a reply can hold up to about 102 diffs. Its size is only known once it is built, so the request needs one token to be served, and then it is charged for every diff in its reply. A build that fails partway, including the silent block-data-unavailable case on pruned or snapshot nodes, is charged the same way. The bucket can go negative. The peer then waits until the refill covers the overdraft.getqrinfois still penalized, and beforecs_mainis taken.-debug=net.nobanpermission are exempt. I usednobanrather thandownloadso that the documented meaning ofdownloadstays unchanged. On mainnet, a
getqrinforeply holds 6 or 7 diffs. I sampledquorum rotationinfowithextraShareat 152 heights across the rotation history (every 37th cycle, 5 and 100 blocks into the cycle). 145 replies had no extra snapshot diff and 7 had one.The limits come from what current light clients send:
getqrinfowith one base hash: about 37 diffs. On timeout it disconnects that peer and resends to another.getqrinfo: at most about 27 diffs.getqrinfo(dashj sends up to 6 base hashes; the number of bases does not change the number of diffs built): about 97 diffs. Agetqrinfois served with a single token left, so this fits whichever order the requests come in.getqrinfoof 6–7 diffs roughly once per rotation cycle.protx diffRPC, not these P2P messages.A full bucket covers each of these bursts. A refill of one diff every 10 seconds is about 15 diffs per block interval, more than ten times steady-state use.
This is a per-connection limit. A peer that reconnects gets a fresh bucket, and the total load from many connections still grows with the number of inbound slots. What the change does bound is how many diffs a single connection can make the node build under
cs_main: at most 100 diffs plus one reply's overdraft (about 200) up front, then one diff every 10 seconds, the same for both messages. Before, the request rate was limited only by how fast the message handler loops. How Has This Been Tested?
The checks extend the existing scenarios that already send these messages over P2P, rather than adding a new test file. Mocktime is held fixed between requests.
feature_llmq_rotation.py, in thegetqrinfoP2P scenario, which has real rotation quorums. The test reads the reply's diff count from thequorum rotationinfoRPC for the same request:getqrinfo, the same peer sends enoughgetmnlistdto leave one token, and gets amnlistdifffor each.getqrinfois still answered with that one token left.getqrinfoandgetmnlistdboth get no reply and no misbehavior score, because the previousgetqrinfooverdrew the bucket by its other diffs. This covers both call sites and shows they share one bucket.getqrinforeply, anothergetqrinfois answered.getqrinfocheck now runs with the bucket empty and still getsMisbehavingand a disconnect, because the token check comes after deserialization.feature_dip4_coinbasemerkleroots.py: at the end, the node restarts with-whitelist=noban@127.0.0.1, and a peer gets all 101mnlistdiffreplies.dashdbuilt without the extragetqrinfocharge (every request costing one token),feature_llmq_rotation.pyfails at the overdraft check (not(22266 == 14844): a thirdqrinfowas served).dashdbuilt without thenobanexemption line,feature_dip4_coinbasemerkleroots.pyfails at thenobancheck (not(100 == 101)).test_dash --run_test=denialofservice_tests,peerman_testspasses.test/lint/lint-python.pyandtest/lint/lint-whitespace.pyreport nothing in the changed files.--enable-debug --enable-werror.Breaking Changes
A non-
nobanpeer gets no reply to requests sent after it has used up its budget: 100 masternode list diffs in a burst, then one diff every 10 seconds. AGETMNLISTDIFFcounts as one diff. AGETQUORUMROTATIONINFOcounts as every diff in its reply, 6–7 on mainnet today, and is still served when only one token is left. The light clients listed above stay within these limits in normal use. Tools that bulk-fetch historical diffs or rotation info over P2P should connect withnobanpermission or use theprotx diffandquorum rotationinfoRPCs.Checklist:
