fix(antigravity): consolidate multi-account discovery and model-denial routing - #7835
Consolidates the still-valid parts of #7717 and #7668 for Antigravity multi-account routing (#7500) onto current dev, with the review blockers on both PRs fixed. Per-account rosters, known-omitting account exclusion and fail-closed "no eligible account" routing are already on dev (#7556) and are not re-added. The quota-summary CLI User-Agent stays with #7804.
Union discovery across accounts. Refreshing Antigravity model discovery now probes usable sibling accounts, unions their models into the live catalog and records each sibling's own roster. Each sibling is checked again at its final send (config root, still present, not paused, not needing re-auth, same credential generation) and before its roster or models are admitted, so an account paused, removed or re-authenticated during preparation sends nothing with its stale bearer and publishes nothing (new src/codex/catalog/antigravity-discovery.ts).
Disabled placeholder ids (disabled: true or -disabled suffix) are skipped, and the model limit now counts only enabled entries while the raw response keeps its own bound.
Quota tie-breaking ranks eligible siblings by the configured strategy and headroom within each readiness/model-support tier.
Model 404 denial and in-request rotation. A Cloud Code Assist 404 whose original body (read within 4 KiB) carries a google.rpc.ResourceInfo naming exactly the sent model records a 24-hour per-account denial and rotates to the next eligible account inside the request's existing budgets. A message-only 404, or one that names a project or another resource, is never cached and never rotates; a 404 whose body fails to read stays a plain 404. Roster observations are monotonic per account and credential generation, so a late discovery cannot roll back a newer observation. Denial admission is bound to the captured config root, the sent credential generation and observation order, so a late 404 from a replaced credential cannot override newer positive discovery. Recovery lives in src/server/responses/antigravity-model-denial-recovery.ts; adapter-dispatch.ts stays under its line cap.
When nothing can serve the model, the error names the model and is distinct from credential-resolution, admission or send-budget failures.
Dropped: #7717's unrelated routing-drift.ts change; #7668's quota User-Agent/retry rewrite (owned by #7804), Argon quota-family ranking and synthetic Argon steering tests (Argon windows stay display-only), and its early sibling shortcut. The paid-versus-trial distinction requested in #7500 is not implemented: no reliable upstream signal is known, so #7500 stays open for it.
Local, Windows, Bun 1.4.4, focused files only (shared host under load): 16 files, 325 pass, 0 fail, including tests/adapters/google/antigravity-routing-carry.test.ts (new), antigravity-account-roster, server-antigravity-model-roster-routing, server-antigravity-model-denial-recovery, provider-antigravity-model-quota, oauth-account-quota-rank, generic-oauth-failover, jev-quota-antigravity, test-layout, file-size ratchet and core-lab boundary. Each new regression failed with its source change reverted (sibling stale-bearer send, disabled-plus-enabled limit boundary, stale 404 after credential replacement, ranking within tiers). bun run typecheck, structure:check, privacy:scan: pass.
NOT RUN: full bun run test locally (left to CI), live Google requests, docs-site build. Known limit: sibling discovery is serial, so an unreachable sibling adds up to its probe timeout to a catalog refresh.

Summary by CodeRabbit
New Features
Model discovery combines enabled models across usable accounts while retaining each account’s separate model list.
For qualifying model-not-found responses, eligible accounts can be tried in turn, subject to existing failover and send limits.
Errors distinguish model unavailability from credential, admission, and send-budget issues.
Bug Fixes
Older discovery and denial results no longer override newer account or credential information.
Unrelated, incomplete, or oversized 404 errors do not trigger model-denial recovery.
Disabled models are excluded from discovery results.
Documentation
Updated guidance on account discovery, model routing, denial tracking, and recovery limits.
Carry the scoped routing changes from #7717 and #7668 for #7500. Union
usable sibling discoveries with final-send and publication admission, skip
disabled models within separate enabled/raw bounds, and rank eligible
accounts within readiness and support tiers.
Bind the 24-hour model denial cache to configuration home, sent credential
generation, and observation order. Recover bounded CCA model 404s within
request budgets and distinguish eligibility exhaustion from recovery failure.
Keep quota User-Agent/retry behavior and Argon display-only quota unchanged.

Antigravity discovery now combines enabled models from usable accounts while retaining per-account rosters. Responses can rotate to eligible accounts after a bounded, structured 404 identifies the requested model. Roster and denial records account for configuration changes, credential generations, and observation order.

Antigravity routing applies readiness and model-support tiers before configured strategy ordering. Model-not-found recovery excludes accounts already attempted and prefers accounts with positive model-support evidence.
Responses mark a refusal only when bounded response evidence identifies the requested model. Validation also checks the response status and abort state.
Responses records qualifying model denials and retries eligible accounts within existing budgets. Tests and documentation cover rotation, stale observations, and distinct exhaustion outcomes.

Capture active-account discovery order before sending
When active-account discovery returns a model and a sibling probe is still pending, an inference request can receive a model 404 and record a newer denial before catalog publication. The active-account call in fetchProviderModelsWithAuth does not pass an observation, so this default assigns the older discovery a publication-time order; the denial-clearing loop then deletes the newer denial. Subsequent requests can select the account that just refused the model, defeating the 24-hour denial cache. Capture an observation before the active discovery send and carry it through publication, as sibling discovery already does.
⚠️Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.
Bound the total time of serial sibling discovery.
The loop probes siblings one at a time. Each probe has an 8-second timeout on the POST (Line 40). The earlier getValidAccessSnapshotForAccount call (Line 34) can refresh a token over the network and has no timeout. With N stored accounts, one catalog refresh can run for roughly N × (8 s + refresh time). fetchProviderModelsWithAuth awaits this on the gather path before it can publish the active account's result. The PR description acknowledges the serial cost. It does not bound the total.
Add one aggregate deadline. When the deadline passes, skip the remaining siblings. A skipped sibling is already fail-soft: it adds no models and records no roster.
Proposed bound

for (const sibling of getAccountSet(name)?.accounts ?? []) {
+ if (Date.now() >= deadline) break;
if (sibling.id === activeAccountId || sibling.paused || sibling.needsReauth) continue;

Credential refresh silently ends roster and denial evidence before their documented lifetimes.
accountGeneration (src/providers/antigravity-account-roster.ts:33-35) hashes the stored credential's refresh, access, and expires fields. An ordinary access-token refresh changes access and expires, so the generation changes. Two checks then stop using the stored evidence:
freshRoster returns undefined when roster.generation !== accountGeneration(...) (lines 113-114). The account becomes unknown and stays fully usable. It is not excluded for the model.
antigravityAccountSupportsModel ignores a denial when denial.generation !== accountGeneration(...) (lines 144-146). The denied model can then be sent to that account again. The 404 records a new denial under the new generation (line 73).
The effective denial lifetime therefore ends at the next refresh that changes access or expires. It does not last 24 hours (ANTIGRAVITY_MODEL_DENIAL_TTL_MS, line 25). The roster also loses its six-hour lifetime (ANTIGRAVITY_ACCOUNT_ROSTER_TTL_MS, line 24) at each such refresh. Each refresh can cost one extra failed send per denied model. Failover still succeeds within the existing budget.
The published contract does not describe this. docs-site/src/content/docs/reference/configuration/providers.md:413 says a denial lasts "up to 24 hours, until newer positive discovery or credential replacement." It says the roster is retained "for six hours." Neither statement tells the reader that a token refresh ends the evidence.
Choose one of two corrections:
Document the current behavior. Use the docs change below. It matches the code without changing routing.
Change the identity. Key roster and denial evidence to a stable identity that survives access-token refresh, such as the loginId and addedAt tuple already used in src/providers/quota/anthropic-cooldown-recovery.ts:72. This changes the credential-replacement fence. The stale-observation checks at lines 58 and 144 depend on the generation, so that change needs its own review.
Option 1 is shown below. A safe patch for option 2 is not established by the inspected code.

Reject older roster observations before publication.
When distinct catalog gather flights finish out of order, Line 835 can pass an older observation after a newer roster has been stored. recordAntigravityAccountRoster in src/providers/antigravity-account-roster.ts (Lines 88–94) unconditionally replaces that roster. An older response can therefore restore an omitted-model verdict and cause model-aware routing to refuse a model that the newer discovery listed. Compare the incoming order with the stored order for the same account and credential generation before replacing the roster. Apply the same check to sibling roster publication. (raw.githubusercontent.com)
As per coding guidelines, “Preserve existing public exports and configuration compatibility unless the task explicitly changes them.” Keep the roster API compatible while enforcing observation order.

denialModelId maps claude-sonnet-5-5-low and claude-sonnet-5-5-high to the same usage identity. If the low wire model returns a validated 404 while the high wire model remains available, recordAntigravityModelDenial stores a denial that makes antigravityAccountSupportsModel reject high as well. Reject malformed UTF-8 before recording a model denial.
When invalid UTF-8 occurs inside a JSON string, readBoundedResponseBody replaces it and still returns displaySafe: true. parseUpstreamJsonPayload can then parse the body, and a matching ResourceInfo can mark the normalized 404 as model-specific. dev, with the review blockers on both PRs fixed. Per-account rosters, known-omitting account exclusion and fail-closed "no eligible account" routing are already ondev(#7556) and are not re-added. The quota-summary CLI User-Agent stays with #7804.Carried from #7717:

A message-only 404, or one that names a project or another resource, is never cached and never rotates; a 404 whose body fails to read stays a plain 404. Roster observations are monotonic per account and credential generation, so a late discovery cannot roll back a newer observation. Denial admission is bound to the captured config root, the sent credential generation and observation order, so a late 404 from a replaced credential cannot override newer positive discovery. Recovery lives insrc/server/responses/antigravity-model-denial-recovery.ts;adapter-dispatch.tsstays under its line cap.Dropped: #7717's unrelated

The paid-versus-trial distinction requested in #7500 is not implemented: no reliable upstream signal is known, so #7500 stays open for it.Supersedes #7717 and #7668.
