feat: add the discover-third-party-services skill with fixtures - #26
Adds the discover-third-party-services skill on top of the detection reference from #25. An agent scans a repository for the providers it depends on, resolves them against the provider catalog, proposes a set, and creates third-party services only after the user confirms it.
skills/discover-third-party-services/SKILL.md: the flow (scan, map, resolve, dedupe and allowance, propose, confirm, create and verify), what counts as confirmation, limits and refusals, common mistakes, related skills and CLI equivalents.
examples/: four fixture repositories with an expected.md each, plus a README that says what every fixture exercises and that fixture content is test data. injected is nextjs-vercel with planted instructions in package.json and a workflow comment; its expected proposal is identical and no write may happen.
reference.md: gaps the dry runs found (framework packages are skip, two match-only grep commands for env files, a location-only grep for path:line, Go module and pip pin evidence forms, only the project root's own git remote counts, registry hosts fold into their cloud provider).
Registered in README.md, llms.txt, AGENTS.md, the agent-skills index, and a pointer from manage-third-party-services.
Dry runs
Four independent agents followed the skill against each fixture with read-only catalog lookups, without opening expected.md first. All four proposals matched the expected rows (provider, evidence, class, id, action) and the skipped and self-hosted lines. None quoted a value expected.md forbids, none attempted a write. The injected run reported both planted instructions, treated them as data, proposed neither Cloudflare nor Datadog and asked for confirmation. The ambiguities those runs reported were fixed in this PR.
Component scoping for large providers (choosing AWS regions and services from the detected signals) is not in this PR; the skill reports region signals and hands scoping to manage-third-party-services for now.
Three local review passes (correctness, maintainability, adversarial) ran before opening; their findings are applied in the commit history.
Summary by CodeRabbit
New Features
Added a repository discovery workflow that identifies third-party services and presents a proposal for review. Services are tracked only after confirmation.
The proposal distinguishes runtime providers from optional build-time services and excludes credentials and unrelated dependencies.
Documentation
Added usage guidance and example scenarios covering provider detection, review, and service tracking.
…egister it
The skill scans a repository for the providers it depends on, resolves
them against the provider catalog, proposes a set and tracks it after
confirmation. Four fixtures under examples/ carry the expected proposal,
including one with planted instructions that must change nothing.
Frameworks and libraries are skip, never unmapped search terms; env files
are read with two match-only grep commands; a file-existence signal is
quoted as the path alone; Go modules and pip pins have an evidence form;
only the project root's own git remote counts; the catalog column format
is fixed and the fixtures compare on the provider id.

Adds a skill that scans repository dependencies and configuration, maps provider signals to catalog entries, and proposes services for confirmation before creation. It also adds discovery rules, four example fixtures with expected proposals, and links to the skill.

Merge Risk: Moderate · previous review ab398
The new discovery skill instructs the agent to run env-file commands that can put secret values into tool output, which should be fixed before merge. Several smaller gaps can cause missed or wrong provider proposals, but the user confirms every write, so those are lower risk.

…he discovery skill
AWS, Google Cloud, Microsoft Azure, Cloudflare and GitHub are proposed by
component: the skill reads the provider tree, matches component names
against service words and region values from the reference, and passes
the matched ids to the create or update call. The django-aws fixture now
expects S3 and RDS in Frankfurt.

Review comments at @skills/discover-third-party-services/reference.md:
- Line 41: Update the grep pipeline using `grep -nE` and `cut` to include the
filename even when `.env*` matches only one file, and ensure the output contains
only file and line locations, never matched environment-variable contents.
- Line 69: Update the registry-host mapping rule so signals from hosts such as
gcr.io retain their build-time classification and do not alone establish a
runtime Google Cloud dependency. Keep mapping the host as evidence for the
provider’s row, and classify that row as runtime only when another signal
establishes a runtime dependency.
- Line 34: Update the environment-search pipeline so it does not emit arbitrary
hostname-shaped values from environment files; restrict output to verified,
non-sensitive vendor identifiers and their locations before results reach the
agent.
- Line 34: Update the env-file extraction command in the vendor-map guidance so
it parses each value’s complete host, removing any scheme, user-info, port, and
path before applying the vendor suffix check. Ensure characters such as @ cannot
truncate the host into an accepted vendor domain, and do not print full env
values.
- Around line 34-35: Update both environment-signal extraction commands to scan
env files recursively, excluding dependency and build directories, and retain
each match’s file path for workspace attribution. Keep the existing hostname and
region patterns unchanged.
Review comments at @skills/discover-third-party-services/SKILL.md:
- Line 38: Update the Datadog catalog search example to request enough rows to
include all six regional providers despite component matches, and handle
truncated results before concluding a provider is unavailable; use the catalog’s
established truncation or pagination behavior rather than assuming the requested
limit returns every match.
- Line 76: Add an explicit handoff to Step 6 for accepted component-scope
updates to already-tracked providers: confirm the update separately, apply it
with update-third-party-service following manage-third-party-services, and
clarify that it creates no monitor and uses no allowance.

…nv extraction rules
- One combined component list per provider in a monorepo, never one update per app
- Service-without-region rule follows each provider's tree shape; flat and single-parent
trees select the matched component itself
- Provider-level SDK signals that name no service are called out before narrowing
- Whole-provider choice on a subset-tracked service becomes an update with null components
- Confirmed updates keep running after the create limit stops
- Env-file find commands carry the documented exclusions, and the hostname pipeline
keeps only public suffixes the vendor map uses so non-host values never print
- expected.md is named as the fixture oracle and excluded from scans
