Closed as intentionally consolidated into draft #703
Both unique files from this PR,
MAINTAINER_WORKBOARD.mdandregistry/maintenance/open-work-snapshot-20261103.json, were copied byte-for-byte into canonical governance PR #703, with Git blob identitiesd037072599c42e8271cd059a96197f389674dfddand080d36105753cc1affc7beb93b67388604f31c56respectively. The readback matched before this PR was closed. No evidence discarded, no branches force-pushed, no merger or qualification implied. Keep #703 as the single owner for governance/README/workboard changes; the historical inventory snapshot remains dated.Result
Adds a root-level maintainer workboard and a machine-readable pinned open-work snapshot for the next Skillz hygiene phase. Does not delete, close, merge, install, or promote any repository content.
GitHub inventory verified at the stated snapshot: 10 open draft PRs / 12 open issues. This is the pre-PR-#701 snapshot; creating this documentation PR raised the live PR count to 11 (12 issues unchanged). The workboard and JSON explicitly record that boundary. The source-pinned qualification queue has 1,522 reference-only entries, not 1,522 unique approved packages. The public
maincheckpoint still has 20 study-only references in 10 domains; Q8 is a draft 50-method / 33-domain proposal, with 10 static scanner passes, 7 failures, 33 incomplete and 0 unchanged-use approvals.Changes
MAINTAINER_WORKBOARD.mdat repo root: one easy-to-find reading-level-friendly handoff with the next three actionable steps, all live issue/PR owners, dependencies, bottlenecks, and historical evidence to preserve.registry/maintenance/open-work-snapshot-20261103.json: 10 exact PR head IDs and their purpose, 12 issue IDs and lanes, closed-without-merge predecessor PRs, current main/Q8/Q10/Q11/Q12 distinctions, risk/approval boundaries, and next-step completion criteria.Concrete findings
permissions-reviewoverlaps P1: require separate authorization for four additional first-party recurring review procedures #481/P1: remove obsolete permission-tier and source-trust scoring contracts from two first-party security skills #483, so coordinate a single writer to avoid divergent patches.Checks and merge policy
Additional non-file hygiene (not part of PR diff): current status headings were prepended to open issues #589 (external scanner receipt status) and #588 (50-method domain-coverage checkpoint), and open PRs #673, #686, #699 received source-accurate gate/status summaries while preserving their older bodies. All remain open/draft, and no branches or history were removed.
Post-snapshot hygiene repair
Since this workboard's original 10 PR / 12 issue snapshot, this workboard PR #701 and draft #702 were opened. The follow-up live inventory is 12 open PRs / 12 open issues, and the workboard now explicitly records both later drafts rather than changing its historical snapshot denominator. #702 covers previously unassigned #495 with two exact-sourced authority repairs and 44/44 current branch fingerprint matches, while external scanner and observed behavioral checks remain HOLD. Issue #402, issue #495 and this board have current pointers. No historical records discarded, no merge claimed.
