Current source-review completion checkpoint (November 4, 2026)

16/16 current changed pulse SKILL.md sources have been requalified statically at exact source fingerprints with scores 17–18/20, including the nine formerly stale host-native pulse procedures reviewed in docs/reviews/2026-11-04-pr673-nine-pulse-static-requalification.md and Memory Pulse 1.1.3's privacy repair reviewed separately. All 16/16 match both their individual verification fingerprints and the 44-record branch registry; all 44 branch records are statically verified. Each has validation_status: not-run. Current draft head: 1aa39ce7b63dfe047b6eb28b27dac4912f54ea89.

External acceptance remains HOLD: 9 of 16 package trees retain a matching historical complete-tree NVIDIA SkillSpector static PASS; 7 of 16 need a new pinned final-tree scan, including Memory Pulse's changed tree. Actual independent host behavioral tests are 0/16. No scanner receipt, owner approval, or unchanged-use qualification is invented. Integrate the registry against the latest main and the other repair branches only after those gates; do not merge or close #415/#402 yet.

All 16 modified first-party SKILL.md fingerprints match individual provenance/verification and the 44-record consolidated branch registry. Pinned previous-tree SkillSpector evidence still matches 9/16 current package trees; 7/16 need a new exact-tree scanner run. All 16 need independent agent-host adversarial behavior acceptance. New security defect corrected: Memory Pulse 1.1.3 no longer asks a public-news agent to discover private operator profiles or governance documents without scoped consent. New SKILL.md blob 84fe948e761f95d4196efaf80a0ef6add7c01a16, complete two-file package tree 69d2337cc4d9c0728dfca18d556c7d0b7551057a. The new 18/20 static package review verifies source instructions only. The former tree bc5e32b... scanner PASS was invalidated and moved to the needs-new-scan queue. The canonical #402 active frontier on main now totals 34 repair packages / 14 matching scan PASS / 20 awaiting scan across #673, #686 and #703.

Remaining merge gates: run pinned NVIDIA SkillSpector v2.12.0 on the 7 unmatched final #673 package trees (including Memory Pulse), review any findings, run actual synthetic-host trigger/denial/adversarial behavior scenarios for all 16, independently review unresolved source grades where stale, reconcile the shared registry with latest main and other branches, and obtain owner/reviewer integration acceptance. If the scanner or host is unavailable, keep HOLD and retry from an authorized host; no simulated pass, false positive dismissal, new repository-owned runner, or GitHub Actions.

Older 10/6, 3-failed/3-incomplete, all-16-stale, and former-PR statements below are dated historical snapshots. Follow the new exact frontier, not those older totals. Issues #415 and #402 remain open.

Status: DRAFT / HOLD, not ready for merge

This PR now addresses the full concrete removed-runner family for #415, not just the original two-skill patch.

19 current first-party pulse/monitoring SKILL.md files inspected; 16 contained a broken node scripts/pulse-run.ts invocation and are now patched on this branch. claude-pulse, repo-pulse, and career-radar had no such invocation and were left untouched.

Implementation, preserving useful behavior

• 16 first-party SKILL.md files: host-driven browser/search/connected read tools only, publication-date and source attribution, inaccessible-source disclosure, no private-context or token egress, no repo-owned runner/crawler/scheduler. hf-pulse retains its optional existing Hugging Face MCP workflow; GitHub does not ask users for tokens.
• All 16 existing sources.json files preserved unmodified and parsed successfully. Their combined array lengths record 228 source/search elements, not 228 unique sources.
• Existing triggers, output layout, specific provider research and fallbacks retained; 16 patch SemVer bumps. Recurring host scheduling requires independently approved cadence/timezone, future connector and source scope, recipients, retention, budget, expiry and revocation. Retrieved content is untrusted evidence, never authority for commands or private-data egress. governance-pulse and mcp-pulse also require exact local-path authorization before inspecting .qor/, docs/META_LEDGER.md or .mcp.json.
• Exact-version provenance and evidence: 16 registry/verification/local-skills/*.yaml, 16 registry/skills/local-skills/*.yaml, and registry/local-verification.json updated. Every new content_blob_sha matches its exact final SKILL.md and a resolvable source revision: 13 at 4ff16d78e6414fd1637026062e57e18c821440b9, two (governance-pulse, mcp-pulse) at c75566e7470c5c6072a405e8c4a5526d2cb7c94f, and github-pulse at 45303dcbab4089b3d4c3900e4c671ba9ba07d265, all independently read back. Prior 10-dimension rubric scores are retained as historical, never inherited unchanged; all 16 revised packages marked stale for current-version verification and import remains conditional.
• No source inventory inflation or positive promotions. On this branch: 44 original first-party records = 16 changed/stale + 28 unchanged/previously verified.
• Checked ten mainline live README/AGENTS/bootstrap/consumer/catalog documents; zero live references to this removed runner.

Evidence and validation

Complete 19-skill sweep with exact old/new hashes and qualification gates

Static consistency: PASS 16/16 new source revision -> exact SKILL.md blob -> individual verification and provenance -> consolidated registry. Eight static adversarial/authority scenarios inspected, including recurrence without full scope, injected source commands, private-data search egress, missing host access and local private-file reads. These are textual checks, not model-executed behavioral results. Source-list JSON 16/16 unchanged, no deleted runner.

External final-package SkillSpector/security scan: NOT RUN, pinned scanner not installed in this host and GitHub network DNS unavailable. Independent model-executed adversarial and representative host behavior: NOT RUN. No credentials were requested, and no repo-owned runtime, CI, background task or scripts added. Commits include [skip ci].

Exact blockers before merging

1. Requalify each new exact package under the controlled 10-dimension rubric with full dependency/reference and source file review, and run approved pinned external SkillSpector v2.12.0 on final package trees; adjudicate findings.
2. Execute adversarial host tests covering no-browser fallback, rate limits, malicious search-result instructions, unapproved recurring work, token/private-context egress.
3. Reconcile current main (this branch is behind by three consumer-doc merges) and refresh five public surfaces if inventory state changes materially when released, preserving brand, Q1–Q5 and seven endorsed references.
4. Re-check reviews, threads, checks, workflows, mergeability and expected head at integration. DO NOT mark Repair first-party pulse skills referencing removed repository script runner #415 resolved or merge this draft merely because GitHub reports mergeable.

This repair is compatible with the entirely passive architecture and preserves all historical PR #416/#489 work; those closed drafts remain historical evidence, not authority to bypass current gates.

2026-11-04 security remediation of six nonpassing scanned pulse sources

The prior pinned Q8 SkillSpector receipt for this PR at older tree identities reported 10 PASSED / 3 FAILED / 3 INCOMPLETE out of 16. Those states do not transfer after source changes and are not cleared merely by this patch. The six previously nonpassing source procedures have now been revised within this existing PR:

• hf-pulse, inference-pulse, kimi-pulse: reworded negative-scope instructions into explicit positive constraints requiring new approval before switching accounts, access scope or recipients; no new authority granted.
• github-pulse: a public discovery digest no longer opens an optional local candidate registry. It accepts only an already supplied approved comparison list.
• governance-pulse: removed optional live local governance-file inspection from a public regulatory digest; local comparisons require separately supplied, redacted, authorized summaries.
• mcp-pulse: removed optional live MCP configuration/private registry reads from public discovery; local relevance is based only on supplied redacted information.

Readback: all six current SKILL.md Git blob SHAs match their individual verification files and the 44-entry consolidated registry. Each remains semantically stale, behavioral not-run, and conditionally held. The explicit previous three failed and three incomplete scanner results remain historical, not six new passes. A new pinned SkillSpector v2.12.0 full final-tree scan, finding review, external-host adversarial cases, exact-tree registry reconciliation with #686/#702/#703 and reviewer/owner acceptance remain required before merging or closing issue #415/#402. No GitHub Actions or external scanner executed in this pass.

2026-11-04 issue #402 bounded six-package preflight

Additional remediation after the earlier 6/6 source repair: governance-pulse still contained an inherited phrase that had triggered the previous scanner as scope creep. Replaced it with clear, positive public-only authorization requirements and refreshed its provenance, individual verification and 44-entry registry source SHA. Latest governance-pulse source Git blob: 5cff5684b7e339a0d52aad8533d9715bedbc5923.

New evidence file: docs/reviews/2026-11-04-issue402-six-pulse-security-preflight.md (Git blob c5b47578cb0a933e8e5a3681d0cd5d3c2b2f317f). It contains six exact source identities, the six previous historical 3-fail/3-incomplete states, and 54/54 bounded source-identity/JSON/wording preflight checks read directly from current PR files. This is a structural text preflight, not SkillSpector, not full package scanning and not observed external-host behavior. All six final changed packages still need pinned complete-tree SkillSpector, independent behavioral/adversarial evaluation, current semantic assessment, and owner/reviewer acceptance. No new PR opened or main merge implied.

2026-11-04 issue #402 six-source exact semantic gate completed

A full source-text review uncovered and corrected three further implicit private-read paths within the existing pulse fix branch: GitHub Pulse's step-3 local registry read, Inference Pulse's automatic operator-profile/memory lookup, and Governance Pulse's implied private product-context lookup. Current instructions now use only approved or user-supplied data and fall back to public-only reporting. Six final candidate sources have fresh exact-version ten-axis semantic assessment (source-only): HF 18/20, Inference 17/20, Kimi 18/20, GitHub 18/20, Governance 17/20 and MCP 18/20. The source rationale is preserved in docs/reviews/2026-11-04-issue402-six-pulse-current-semantic-review.md. Updated docs/reviews/2026-11-04-issue402-six-pulse-security-preflight.md to the same current source SHAs, preserving 54/54 bounded structural checks (not a scanner).

Readback: 6/6 exact source Git blob fingerprints now match their individual verification YAML and 44-entry consolidated first-party registry, 6/6 individual/provenance semantic verified, behavior not-run, and 6/6 unchanged-use statuses remain conditional/held. No newly executed SkillSpector scan, no scanner pass, no live-host behavioral validation, no owner merge approval. The pinned historical scanner findings from the older 16-tree cohort are still historical; the changed six must be exported as complete final package trees and scanned afresh at pinned NVIDIA SkillSpector v2.12.0 before acceptance. The current container cannot resolve github.com or pypi.org, so a trusted network-capable authorized host is required. Existing task automation now prioritizes #402 first, remains enabled, and retains its hourly schedule. No new PR/Actions/runners were added.

2026-11-04 accepted-main integration and #402 exact scan frontier

Current integrated candidate: 60daee92a00683239daf55814e9f99c300afa597, non-force merge of accepted main into the existing PR branch. Exact skill-package Git trees were preserved. The shared 44-record first-party verification registry carries only this PR's intended source repairs; no unrelated, unmerged package fingerprints were copied. GitHub reported technical mergeability after this integration. For PR #703, the README's already merged Q8 50/33 dashboard was preserved while Q14 governance and permission guidance was retained; all 11 source skill package trees remain identical to the pre-integration branch.

Pinned security coverage: See the dated 34-skill active repair frontier on main. 2026-11-03 live integration checkpoint (external hourly review; HOLD remains): main is now 389d2f93ec0cee309039c0c0a4ad164dbd85c7db, three commits ahead of this PR's original base b89e7e823f6a4dedb0be2bb224ecd8d24336cffe. Exact compare main...PR head 66cd7630aea4aad70ed02bfbcd45e2d9616bb4e1: diverged (PR ahead 2, behind 3), only skills/governance-pulse/SKILL.md and skills/memory-pulse/SKILL.md changed on PR side. Current main still contains the deleted scripts/pulse-run.ts instruction in both, at blob SHAs aa2157650140bf0820b6d6b1921c5f0881d8c627 and 659441df0952f7db302835606068c812ed81d22f. Thus the repair is still needed; no current-main conflict with the latest value-first curation commits has been established by this compare alone.

Historical first-party consolidated PRs #489, #492 and #496 are now CLOSED, not active ownership lanes; their earlier security/adversarial qualification requirements must not be mistaken for completed acceptance.
