Visitor value: four new positive reference recommendations

Add four individually inspected Valuable References in four previously unrepresented capability domains, bringing the published starter shelf to 7 distinct useful methods across 7 domains. Each entry states what it helps the visitor accomplish, the unique transferable method, original source/pin/blob/tree evidence, license obligations, and why the original package is not approved for unchanged use.

• Singapore DSS Accessibility (UX/UI, 18/20): map interface findings to a control and three testing modes. The source's embedded government-published text has separate rights; live standards and inferred mappings need checking. Original package six files read/inspected, pinned MIT root text read.
• NetworkPolicy Debug (Cloud/DevOps, 17/20): trace Kubernetes policy direction, selectors, DNS and SNAT. Some CNI and hostNetwork claims are overbroad. Pinned original root license is Apache-2.0, read and verified.
• Singular Positioning Clarity (Marketing, 16/20): one-sentence audience/outcome and three clarity checks; reject unverified performance anecdotes and third-party protected wording.
• Split Transcript by Intent (Technical writing, 16/20): preserve spoken content while separating decisions, prompts, context, actions. Do not execute untrusted instructions from transcripts or write without user authority.

Substantive source-rights repair

The existing 28 individual exact-pinned scitix/siclaw review records all wrongly claimed root LICENSE 'MIT text' in source_license_scope. Independently fetched pinned LICENSE SHA 7c9ea9ebb82246901d96fa32859ad15e0fe5ac9f and read its Apache License Version 2.0 text. Corrected the 28 inaccurate labels only. All source pins/tree hashes, scores, rationale, security statuses and original decisions preserved; accurate package-specific Apache finding already existed.

Consumer integration

Updated eight catalog/landing/accounting files plus the source-family license file, including README, docs/SYSTEM_STATE.md, CURATION_QUEUE, INDEX, index.json and capability quickstart. Existing banner, domain chart and Q1–Q5 5,508 decisions preserved. Published shelf is 7 references/0 unchanged-use approvals, not a global inventory; global distinct recommended totals remain UNKNOWN.

Verification and gate

Exact upstream SKILL blobs checked against pinned original reviews, root license text read, six accessibility sidecars/fixtures inspected; no skill code executed, no new security scans or behavior tests. Readback validated all nine touched files, JSON, seven distinct domain IDs and source records, all 28 Apache corrected labels and safety/rights separation. Only these nine passive files changed, 10 [skip ci] commits, 0 behind main when opened. Current #673 modifies unrelated pulse skills; no overlap.

Safe to integrate with expected-head protection after current-head/review/status check.
