fix(router): decode routed slugs via modelDisplayNames ids - #7979
Carries #7971 by @NoRain211 (their commits are kept on this branch; credit in the trailer below). That PR went back to draft when the maintainer fixups below were pushed, because the readiness gate resets the author's checklist on every push, so it lands from a maintainer branch instead.
A routed Codex slug such as baseten/deepseek-ai-DeepSeek-V4.1-Flash-1017 is decoded to the provider's native id by an exact lookup against the provider's known ids. For live-discovery providers like Baseten that native slash id usually exists only in the live model cache, so with a cold cache or a discovery timeout the dashed alias passed through unchanged and the upstream answered 404 (eight 404s in 14 seconds in the reported session).
When the known-id decode and alias resolution both miss on a direct request, src/router.ts now decodes once more against operator-declared ids: retainModels first (including an encoded slash-valued retained id), then modelDisplayNames keys. Neither list feeds knownModelIdsForProvider or alias generation, so a stale display-name key never shadows a configured id or a default alias. Concrete policy, combo and blocked-model redirect targets skip this fallback, so routing evidence describes the model that is actually sent. structure/runtime.md records the contract.
Maintainer additions on top of #7971: the retained-id precedence (a stale display-name key could previously win over an encoded slash-valued retained id) with a regression test, and the structure contract text.
One reviewer concern was weighed and kept as designed: a stale display-name key a/b can now decode other/a-b to a/b when nothing else claims it, where the old code sent a-b. A configured models entry a/b already decodes the same slug the same way, so the fallback applies the codec's existing rule to ids the operator declared, and only after every other lookup misses.
Verification
Bun 1.4.4, focused because the shared host is under load (resource exception in AGENTS.md; breadth is left to PR CI).
bun test tests/codex-integration/slug-codec.test.ts -t "retained id wins" without the router change: 1 fail; with it: pass.
bun test tests/codex-integration/slug-codec.test.ts tests/routing/policy-execution.test.ts tests/codex-integration/combos.test.ts: 157 pass / 0 fail.
bun run typecheck: no type errors (2,243 files). bun run structure:check: passed; structure/runtime.md stays at its 600-line budget.
NOT RUN locally: bun run test:changed and the full suite (src/router.ts reaches most of the suite; host at critical load). PR CI test changed covers it.

Scope stays focused and avoids unrelated cleanup.
Docs or release notes were updated when needed (structure contract; no user-facing docs change).
Security-sensitive changes were reviewed for secrets, auth, and unsafe defaults (routing only; no credential or destination change).
Direct provider-qualified model selections can now resolve model IDs from configured display-name mappings when known IDs, aliases, and retained models don’t match.
Configured and retained model IDs take precedence, and policy or combo targets continue using their configured IDs.
Documentation
Clarified the fallback behavior and existing mapping limits across the provider configuration guides.

An encoded slash-valued retainModels id now decodes ahead of a stale
modelDisplayNames key, and the structure contract states the narrower
guarantee that concrete policy, combo and redirect targets skip the
display-name fallback.

Walkthrough
Direct provider-qualified model requests now use configured modelDisplayNames keys as a final fallback after known IDs and aliases. Retained IDs take precedence. Concrete policy and combo targets keep their configured model IDs.
The router decodes direct provider-qualified requests against retained IDs before trying modelDisplayNames keys. Concrete policy and combo targets bypass this fallback. Tests cover stale and ambiguous keys, retained IDs, aliases, and concrete targets. Runtime and provider configuration documentation describe the fallback.
lidge-jun/opencodex#7971: This PR addresses the same router fallback and adds related direct-routing regression tests.
Merge Risk: Low · up to 8677c
Direct requests can now decode display-name keys despite documentation saying they never affect routing. The documentation mismatch can be corrected as a follow-up.

| `selectedModels?` | `string[]` | Catalog allowlist after discovery. Non-empty exposes only those ids; empty or omitted exposes all discovered models. |
| `retainModels?` | `string[]` | Ids kept in the catalog even when live discovery omits them. They need not be repeated in `models`. Empty or omitted keeps today's behavior. |
| `modelDisplayNames?` | `Record<string, string>` | Durable labels used only for display, keyed by this provider's exact upstream model id. Labels win over provider catalog metadata, survive discovery refreshes and provider edits, and never change authentication, adapter behavior, routing, billing, upstream request construction, the routed `provider/model` selector, or the upstream wire model. Keys are exact and case sensitive. Unknown model ids are kept so a temporarily missing model receives its label when it returns. The map accepts at most 2,000 entries, matching the discovery limit. |

Line 338 correctly documents a routing exception. However, lines 718-719 still state without qualification that modelDisplayNames does not affect routing or upstream request construction. For a direct other/a-b request with a cold roster and a "a/b" key, src/router.ts now selects a/b as the native model ID.
