fix(router): decode routed slugs via modelDisplayNames ids - #7971
A routed Codex slug such as baseten/deepseek-ai-DeepSeek-V4.1-Flash-1017 is decoded back to the provider's native id (deepseek-ai/DeepSeek-V4.1-Flash-1017) by an exact lookup against the provider's known ids. For live-discovery providers like Baseten, the native slash id usually exists only in the live model cache. When that cache is cold or discovery timed out (Provider model discovery for "baseten" threw TimeoutError [... fallback=configured]), the lookup misses, the dashed alias passes through unchanged, and the upstream answers 404. In one session this produced eight 404s in 14 seconds when a freshly spawned subagent's first turns hit the cold cache.
modelDisplayNames keys are native ids the operator already declared for that provider. The explicit-provider route now consults them as a last resort, after the exact known-id decode and model-alias resolution both miss. knownModelIdsForProvider is unchanged, so display-name keys never create alias claims and never shadow a configured or retainModels id. The fallback applies only to direct requests: concrete policy, combo and blocked-model redirect targets keep the exact model their evaluator selected, so routing evidence and eligibility describe the model that is actually sent.
Verification
bun test tests/codex-integration/slug-codec.test.ts: 43 pass, 0 fail. Three new tests:
modelDisplayNames keys decode a provider-qualified slug with a cold live cache fails on dev and passes with this change.
a stale modelDisplayNames key does not shadow a configured id (models: ["a-b"] with a stale a/b display name) and a stale modelDisplayNames key does not break an existing default alias both fail on the first revision of this PR, which added display names to knownModelIdsForProvider. Both pass now. They cover the two CodeRabbit findings.
bun test tests/routing/policy-execution.test.ts tests/codex-integration/slug-codec.test.ts tests/codex-integration/combos.test.ts: 156 pass, 0 fail. New policy and combo targets keep their exact model when a display name could re-decode it fails on 719b4ff, where the policy target was sent as a/b, and passes now. It covers the third CodeRabbit finding. a stale modelDisplayNames key does not shadow a retained id fails on 8b6fa8d and passes now; it covers the fourth.
bun run typecheck: no type errors.
bun run test:changed did not finish locally. src/router.ts is imported almost everywhere, so the changed set is close to the full suite, and on this Windows machine it hit the runner's lane timeout (exit 124) after about 25 minutes. Every result in the captured output passed, but the run is incomplete, so changed-test coverage is left to CI.
Reproduced against a real Baseten config: the dashed slug stayed dashed without the fallback and decoded to deepseek-ai/DeepSeek-V4.1-Flash-1017 with it.

Summary by CodeRabbit
Bug Fixes
Fixed provider-qualified model routes so encoded model names resolve to the provider’s model ID, including when model lookup data is unavailable.
Configured hyphenated model names and default aliases continue to resolve correctly, even when provider display-name information is outdated.
Policy and combo routes retain their configured model IDs when display-name mappings could otherwise resolve them differently.
Documentation
Updated runtime documentation with routing and command-line behavior details.

Walkthrough
Explicit provider routing decodes unmatched model IDs against provider modelDisplayNames keys. Retained IDs and concrete targets routed with bypassCombos keep their decoded IDs. Tests cover encoded IDs, stale display-name keys, and policy and combo targets. The Runtime description also documents routing and CLI behavior.

Summary
Decode provider model IDs src/router.ts, tests/codex-integration/slug-codec.test.ts, tests/routing/policy-execution.test.ts, structure/runtime.md
When known-ID and alias resolution finds no match, routeModel decodes the requested model against provider modelDisplayNames keys unless the ID is retained or routing uses bypassCombos. Tests cover encoded IDs, stale keys, and policy and combo targets retaining configured IDs. The Runtime description documents this behavior and other routing and CLI behavior.
Direct routing can send the wrong native model ID when a provider retains a slash-valued model and also has a stale display-name key for its dashed form. Include retained IDs in the decode set and add a regression test before merging.

Exclude display-only IDs from model-alias resolution.
With defaultAliases: true, models: ["vendor/claude-opus-5"], and a stale display-name key vendor/claude-opus-5-old, other/opus previously resolved to the configured model. The added key creates a second opus claim, so effectiveModelAliases drops the alias and the router sends opus upstream instead. (raw.githubusercontent.com)
Keep the existing known-ID set for alias generation and use display-name keys only for slug decoding. Add a regression for an existing alias with a stale display-name key.

Keep display-name hints from overriding configured model IDs.
With models: ["a-b"] and a stale modelDisplayNames key a/b, other/a-b now fails with ambiguous model id; it previously routed to a-b. The validator permits this configuration, and decodeRoutedModelIdOrThrow counts both IDs. (raw.githubusercontent.com)
A display-name key can also change a route silently: with models: ["m-3"] and a key other/m-3, other/m-3 now selects the full key at Line 580 instead of m-3.
Keep display-name IDs as fallback decoding hints, and preserve precedence for independently known IDs in both paths. Add regressions for both configurations.

Coordination verification with independent PR #7972, pinned to 719b4ff. The implementation remains with this PR's existing author, NoRain211; no branch, source change, merge, or push was made for this verification.
Cold-start combination
A detached scratch checkout of #797287db01f2 plus this PR's two-file diff produced tree a47c4e83d61abf726b12cfd0607cf7c61d7434f5. Both changed blobs exactly match this PR. Native Linux x64 / Bun 1.4.4 results:
Five new integration cases: 5 pass, 0 fail, 153 assertions, across a three-case invocation and a two-case invocation.
Your unchanged slug-codec suite: 43 pass, 0 fail, 119 assertions, including configured-ID and stale-default-alias controls.
With a cold model cache, the direct Baseten slug resolves to the native slash ID while the existing history index awaits its first real worker check. unknownEvidence.health behaves as configured: allow = 0.5, penalize = 0.3, exclude rejects with unknown-health; no fallback provider is selected.
After the worker finishes, previously cached unknown health remains until the existing 1,500 ms health-cache TTL expires. Recovery was observed after that actual wait, without clearing the cache or changing the clock. Native provider/model/account A and B, encoded-model, and different-provider control rows remained separate.
A missing index with a small populated ledger reconstructs and supplies known health; a missing index with no ledger remains correctly unknown after validation and TTL.
These are Linux combination results, not Windows acceptance.
Reproduced exact-target mismatch
The behavior in the resolved recursive-routing thread still reproduces on this exact head. The thread is resolved by NoRain211 and not outdated; this report does not claim it is an unresolved review thread.
The same diagnostic was run on this PR alone (tree 6bdfd99ebcad89ab0a1ac0115d0315f9f6035fdb, independently matched to GitHub) and on the combination. Both produced 0 pass / 2 fail / 7 assertions:
Configure provider other with no known model IDs and modelDisplayNames: { "a/b": "Display-only A/B" }.
Set a policy candidate and a combo target to the concrete { provider: "other", model: "a-b" }.
Seed 20 successful history records for other/a-b and reconstruct the index.
The assertions route.modelId === evaluatedCandidate.model and route.modelId === route.combo.target.model fail in both trees. This is independent of #7972's integrity monitor. Please retain the recursive candidate identity fix and its policy/combo regressions in this PR's existing ownership, while keeping the direct explicit-provider display-name fallback.
Verification is limited to these pinned trees and focused cases. No whole-suite, Windows, approval, or merge claim is made.

`src/router.ts` attaches one frozen `ResolvedModelPolicy` to every `RouteResult`. Fast observation, persistence and cost provenance follow the [response-tier authority contract](transports/responses.md#response-tier-observation-authority); outbound Fast policy is unchanged. Policy/combo route spreads retain that object. Every initial, fallback, and recovery route is recaptured for the request's original inbound protocol before route-dependent normalization, and all adapter rebuilds consume its recorded adapter. A translated Chat or Anthropic replay therefore cannot inherit a Responses-only default. Credential, account, quota, health, cooldown, and observed transport evidence remain late and cannot widen a captured static limit.
Virtual models are the sole model-identity transition: the ordinary and compact paths preserve the selected public id in diagnostics, rewrite `route.modelId` to the upstream wire id, and atomically replace `route.staticPolicy` before adapter or capability decisions continue. Model aliases are resolved before the route result is built, so their policy is already keyed by the native wire id. `src/router.ts` applies bare `blockedModelRedirects` keys after this resolution; ordinary targets substitute one upstream model id on the selected provider/account, including slash-valued targets, while only targets explicitly naming a different configured provider reroute. Qualified source keys take precedence only for those cross-provider targets. A cross-provider redirect sets `RouteResult.credentialDomainRewrite`, which Responses and Chat header scoping treat like combo/policy routes, so a caller credential for the source route is never forwarded. `src/cli/alias.ts` consumes the JSON output flag before choosing its default list action. `ocx alias --json` and both flag positions around an explicit action preserve the selected read or mutation. Live selector hints obey the [credential-scoped cache contract](catalog.md): a selection change cannot reuse the previous credential's roster to choose an alias target. Passive OAuth observation neither refreshes credentials nor repairs their storage. Cross-provider redirects require an enabled destination with a resolved key, usable stored OAuth account, or local/keyless auth (never source-caller forward auth), and share one visited set and five-edge budget across alias, provider, combo and policy resolution; every policy redirect must end at an eligible declared candidate, including same-provider substitutions and candidate fallback retries, and pinned account selectors reject provider changes. Decision traces name the final provider/model while policy candidates retain selection evidence and combos retain their route kind and redirect reason.

Decision traces name the final provider/model while policy candidates retain selection evidence and combos retain their route kind and redirect reason. An explicit provider-qualified slug decodes against `knownModelIdsForProvider` first, then model aliases. Only when both miss on a direct request does `src/router.ts` decode once more against the provider's `modelDisplayNames` keys, which are operator-declared native ids; this keeps a live-discovery provider such as Baseten routable while its roster cache is cold. The fallback never feeds `knownModelIdsForProvider`, so display-name keys claim no aliases and never shadow a configured or `retainModels` id, and concrete policy, combo and blocked-model redirect targets keep the exact model their evaluator selected (`tests/codex-integration/slug-codec.test.ts`, `tests/routing/policy-execution.test.ts`).
Include retainModels in slug decoding before the display-name fallback.
knownModelIdsForProvider does not include retainModels. For prov/a-b, with retainModels: ["a/b"] and no known a/b model, decodeRoutedModelIdOrThrow returns a-b. The current retain guard then misses a/b, so a stale modelDisplayNames key a-b can select the wrong native ID.
Add retained IDs to the exact decode set and add a regression test for a slash-valued retained ID.

Thanks @NoRain211 — this is landing through a maintainer carry in #7979, which keeps your commits and credits you with a Co-authored-by trailer. Pushing the maintainer fixups here reset your readiness checklist and returned this PR to draft, so the carry avoids asking you to re-attest. The carry adds retained-id precedence ahead of display-name keys (a stale key could win over an encoded slash-valued retainModels id) plus the structure/runtime.md contract. Summary
A routed Codex slug such as
baseten/deepseek-ai-DeepSeek-V4.1-Flash-1017is decoded back to the provider's native id (deepseek-ai/DeepSeek-V4.1-Flash-1017) by an exact lookup against the provider's known ids. In one session this produced eight 404s in 14 seconds when a freshly spawned subagent's first turns hit the cold cache.modelDisplayNameskeys are native ids the operator already declared for that provider.
