fix(anthropic): preserve cache prefixes during routed compaction (#7307) - #7749
Narrow fix for #7307, carried from the broad draft #7308 by @S0RYUASUKA. When Codex triggers routed compaction on a model served by the Anthropic Messages adapter, the proxy used to delete the client tool catalog, tool choice and parallel-tool setting before asking for the summary. Anthropic caches the prompt prefix in the order tools, system, messages, so dropping the tools made every compaction rewrite the whole cached conversation.
For Anthropic Messages routes only, the summary request now keeps client tools, system text, tool_choice and parallel_tool_calls byte-identical to the preceding ordinary request. The summary still cannot run tools:
Search and media sidecars stay disabled for summaries, as before.
Anthropic server tools keep their declarations but get tool_choice: none, so nothing runs upstream. A mandatory client choice (required or a named tool) also becomes none, so the summary cannot be forced into a call. Changing tool_choice only invalidates the message-level cache; tools and system stay cached.
The new src/responses/compaction-summary.ts guard drops tool and search events from the summary stream. A summary that tries a tool call, is empty, or ends abnormally fails with compaction_invalid_summary instead of publishing a function call or replacing history. A normal summary still yields exactly one compaction item.
Other adapters, including an Anthropic provider resolved onto Chat, keep the existing deletion behavior. Image normalization and the one-shot tighter-image retry after HTTP 413 are unchanged. #7308's optional running-turn cache renewal, its image-size policy and its sidecar refactor are not carried. Docs: structure/transports/responses-failover.md (compaction routing overrides), structure/transports/responses.md, structure/providers-and-adapters.md (no line growth) and the Anthropic adapter reference.
Verification
Windows, pinned Bun 1.4.4, on this branch (based on origin/dev8dd330a3f):
Regression first: tests/responses/responses-anthropic-compaction-prefix.test.ts with the three changed src/server/responses files reverted to origin/dev: 12 pass, 11 fail (tool catalog dropped, summary tool calls published, hosted search not prohibited). With the fix: 23 pass, 0 fail.
All 33 compaction, compact and anthropic-image test files, plus tests/lab/core-lab-boundary.test.ts, layout, layout tooling, file-size ratchet and responses-core-modules: 837 pass, 1 fail. The failure, history-ocx-compaction-recovery.test.ts (EICACLS ACL hardening), also fails on clean origin/dev on this host and is unrelated.
bun x tsc --noEmit: exit 0. bun run structure:check: passed.
Full local suite NOT RUN (shared-host resource exception); hosted Ubuntu shards on this head cover the rest.

Routed Anthropic compaction preserves system instructions, tool catalogs, and tool-selection settings while preventing tool execution and keeping search and media sidecars disabled.
Bug Fixes
Successful summaries produce one compaction result. Empty, abnormal, or tool-attempting summaries are rejected without publishing tool calls or replacing conversation history.
Truncated summaries retain the existing incomplete outcome.
Documentation
Updated guidance to describe routed Anthropic compaction and summary validation.
Carry the client tool/system prefix preservation and summary output guard
from #7308 for #7307, scoped to the resolved Anthropic Messages adapter.
Prohibit upstream server tools and retain existing image/413 recovery.

Walkthrough
Routed Anthropic compaction now preserves request context and tool declarations while preventing tool execution. A summary-event guard filters disallowed events and rejects invalid non-truncated summaries before streaming or buffered delivery.
The guard filters tool and search events, checks summary content and completion state, and rejects invalid non-truncated summaries. Streaming and buffered Anthropic compaction delivery use the guard. Tests cover event validation, delivery results, and disabled hosted and sidecar execution.

…tool calls
Freeze anthropicDeclaredTools before overriding a mandatory or hosted-tool choice with none, so allowed-tools and named selections keep identical tools/system bytes. Document the existing sidecar-search limitation.

Keep hosted server tools that the ordinary request suppressed (same-named function, forced-choice downgrade) out of the summary when the choice becomes none, so the tools prefix and cache breakpoint stay identical.

…lding the prefix
Replace the server-side catalog freeze with a _summaryProhibitsToolCalls flag. The Anthropic adapter derives tools and system from the caller's choice, including OAuth and escaped built-in name transforms, then sends tool_choice none. Adds OAuth web_fetch and escaped web_search wire regressions.

The summary guard rejected a done event without stop_reason, turning routed /v1/responses/compact into 502 for Anthropic-compatible upstreams that omit it (tests/server/server-auth.test.ts). Reject only tool attempts, empty summaries and explicit non-terminal stop reasons.

Maintainer integration decision for v2.93.0 (lane L-D1): merging into dev by squash.
Exact head 06ff79f9c6e13f774c97a504c3c94a7c8a72e65f: PR CI 40312625001 passed. This is request-shaping logic with nothing platform-specific; the CI change filter selected no Windows shards and no lane=all run was dispatched.
The previous head's CI (40287428889) caught one regression: the summary guard rejected an Anthropic completion without stop_reason, so routed /v1/responses/compact returned 502. Fixed in 06ff79f9; that test passes on this head.
Independent review took five rounds:
Round 1: setting tool_choice: none widened the advertised catalog for allowed-tools and named choices.
Round 2: hosted declarations reappeared in the summary.
Round 3: raw-name filtering diverged from the adapter's wire-name transforms (OAuth custom_ prefix, escaped built-in names).
Fix: the server-side catalog logic was replaced by a _summaryProhibitsToolCalls flag. The adapter builds tools and system from the caller's original choice and changes only the final tool_choice. Round 4 passed with zero findings, and round 5 passed the guard change.
Regression first: the new wire-comparison and delivery tests fail on origin/dev (11 fail) and on each intermediate design, and pass here.
Merged with devdaec176a1 locally on Bun 1.4.4: tsc --noEmit exit 0, structure check passed, 437 tests passed with 0 failures. They cover compaction prefix, server-auth, compaction routing and event ownership, Anthropic tool-choice and image retry, the lab boundary, layout and ratchet.
Image normalization and the HTTP 413 one-shot image retry are unchanged.
Partially carries #7308 by @S0RYUASUKA: tool/system prefix preservation and the summary guard only. #7308 stays open for its optional running-turn cache renewal and image policy. #7307 stays open for historical image-byte stability and renewal.
