What to build
Migrate the remaining bookkeeping verbs to amico on the B2 pattern: vault (retrieval), device (the dispatcher successor — pure evaluate()/nextActions(), TS queue client owns write-back, carries the benchmark-exclusivity lock), note (librarian bookkeeping half — experiment-note write + best_gates bump). (Spec spec-20260708-112732 §3.1, §6.3 W-2/W-3.)
