Roadmap stage 1 of 9 (goal #4543). Ports the three functions of scripts/gen_w657.py (indent, build_tree, generate) to specs/port/scripts/gen_w657.t27, same shape as the merged gen_w638-w656 ports.

spec-status IMPLEMENTED; test-report 6/6, vacuous 0 (t27c from master build, Zig 0.16).
Numbers recomputed for 133 outer entries: 8512 points, last e=8511 -> (17022, 17023), midpoint e=4256 -> (8512, 8513).
Duplicate-body baseline: build_tree 26 -> 27.
The original script is untouched.
