Refs #7927 (the issue stays open until the 5-line change itself lands).

Adds tools/jtag/mpsse_jtag.py to tools/policy/foreign-exceptions.txt, so the follow-up can make it read libftdi from $T27_LIBFTDI or the platform default instead of the fixed Homebrew path. Today stage B2 of t27c silicon cannot load on Linux (it stopped die C of R3-3 until a symlink was added; see #7906 and #7927).

Needs the owner: this PR changes the exception list, so CI fails until the label owner-approved-foreign is on it. The comment line above the entry says the approval is pending; please replace it with your approval wording when you add the label, or tell me and I will.

Why no .t27: there is no Python back end, and specs/port/tools/jtag/mpsse_jtag.t27 is a stub, so no spec can generate this file. The follow-up is 5 added lines, inside the 40-line budget.
