Closes #4924

What changed

The Queen can now name which agent should do a task, using the marker [[task@<agent id>: ...]].

  • Declared ids. Her block lists the catalogue's agent ids, the same way handoff tools declare their targets (QUEEN_LISTS_AGENT_IDS).
  • Who gets the task. task_owner(named_callable, specialist_chosen) picks the first that applies:
    1. the named agent, if the owner is allowed to call it;
    2. the specialist chosen in the thread;
    3. the assistant.
  • No lost tasks. An unknown or forbidden name falls back down that list instead of dropping the task (NAMED_TASK_NEVER_LOST).

Evidence

  • t27c test-report: 8/8; validate-vacuity: 0 vacuous.
  • tri spec-controls: 3/3 negative controls caught. The controls: a name followed regardless of the owner's rights, the chosen specialist skipped, and a named task allowed to be lost.
  • Seal saved.
  • Host binding in 999-multibots-telegraf: 5/5 host mutations killed; player tests cover the marker and the fallback.

As a handoff names its target: [[task@<agent id>: ...]] with the catalogue's
ids declared in her block. task_owner gives the task to the named agent when
the owner may call it, else to the chosen specialist, else to the assistant;
an unknown or forbidden name never loses the task. 8/8, 0 vacuous, 3/3
negative controls.

Local gate. All 6 red checks are also red on master without this change, as noted in #4923: spec-guards, Documented t27c subcommands exist, Corpus ratchet, duplicate-bodies, coverage and emit-bitexact.

This PR touches one spec, its seal and a NOW entry. Results on that spec:

  • test-report: 8/8, 0 vacuous.
  • Negative controls: 3/3 caught.
  • Host mutations: 5/5 killed.
