Closes #11119

Port scripts/gen_w871.py (3 functions) to specs/port/scripts/gen_w871.t27. The original assembles a t27 literal module as text; text assembly cannot be generated, so the decisions that shape the text are ported as pure integer functions (dimensions, element indexing, x/y coordinates, wrap check at offset 32768, OUTER=561). Plumbing (indent, build_tree, generate) is declared under its own name with an undefined body; no test calls it. The original .py stays untouched; nothing outside the boundary file was changed.

Verification (t27c release binary, built from 4df8f0a):

t27c gen ... -> exit 0, 145 lines (> 12), 0 'not yet implemented'
