Summary

ProviderManifest registry
  ├─ derives the stable 17-name CATALOG view
  ├─ backs ledger membership and default ceilings
  ├─ backs effect-scope checks
  └─ supplies the caps report catalog

Request validation and dispatch remain at their current boundaries; this slice records their contracts without adding providers or changing behavior. #1061 remains open for the separately scoped slice 2.

Evidence

  • Before: id(world): default ceiling is the whole catalog, so F12.4 registry additions would widen every world #838 had separate CATALOG and CATALOG_ENTRIES lists; entries carried only name/default-ceiling data.
  • After: typed manifests cover the existing 17 names; the registry test asserts exact names/order and default-ceiling parity.
  • cargo test --manifest-path pkgs/id/Cargo.toml -p id-core world_caps::tests — 19 passed.
  • cargo test --manifest-path pkgs/id/Cargo.toml -p id --lib role_presets_grant_and_withhold_the_expected_effects — 1 passed.
  • cargo test --manifest-path pkgs/id/Cargo.toml -p id --lib world_compile::tests:: — 30 passed.
  • Targeted rustfmt checks pass for world_caps.rs, world/actor.rs, and world_session/mod.rs; git diff --check passes.

Merge Danger

Door: two-way.

Blast Radius: medium — capability catalog, ledger/scope decisions, and the CLI caps report. Provider execution and validation paths are unchanged.

Walkthrough

The change adds a static registry of manifests for the existing 17 capabilities. Catalog reporting, capability-name validation, scope checks, default-ceiling reads, and the records-page limit now use registry-backed data or a shared constant.

Changes: Static provider registry

Layer / File(s) Summary
Manifest contract and registry
pkgs/id/crates/id-core/src/world_caps.rs, doc/2026-11-03T10-06-40Z_architecture_provider_registry_slice1/...
Provider manifests record kind, argument schema, bounds, required scope, version, and default-ceiling status. The registry generates the ordered compatibility catalog and exposes lookups and name sets. Tests check the 17 entries, metadata, ordering, and default-ceiling behavior. The architecture document records the slice scope and design decisions.
Registry-backed capability consumers
pkgs/id/src/world/actor.rs, pkgs/id/src/world/mod.rs, pkgs/id/src/world_session/mod.rs, pkgs/id/crates/id-core/src/world_caps.rs
Capability reports and grant-name validation read ordered names from the registry. Scope checks use each manifest’s required scope, with Join as the fallback. The records-page limit is defined in world_caps.rs and aliased by the world-session module.

Possibly related PRs

  • developing-today/code#4656 — Adds per-provider default-ceiling metadata that this registry now represents in manifests.
  • developing-today/code#801 — Validates grants and ceilings against known capability names, which this change now sources from the registry.
  • developing-today/code#808 — Establishes the capability catalog and records-page behavior that this change updates to use registry-backed data.
Merge Risk: Low · previous review d77c4

The registry change is mergeable with minor documentation follow-up and optional ledger-test strengthening. The records-page size issue remains actionable but is unchanged by this PR.

Follow-up Comments

Minor follow-up Derive the records.read page budget from the event size limit.

280-280: 🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win

Derive the records.read page budget from the event size limit.

execute_records_read admits records until the page reaches MAX_RECORDS_PAGE_BYTES (768 KiB). result_event then replaces any result event larger than MAX_EVENT_BYTES (64 KiB) with a result_too_large error. A page between 64 KiB and 768 KiB passes the page check and never reaches the program as records. Bound the page by the event limit minus the envelope, and make RECORDS_READ_BOUNDS report that bound.

Review comment at @pkgs/id/crates/id-core/src/world_caps.rs at line 280:
Update RECORDS_READ_BOUNDS and the page budget used by execute_records_read so
the records page cannot exceed MAX_EVENT_BYTES after the result-event envelope
is included; derive the page bound by subtracting that envelope from the event
limit, and ensure result_event can deliver the admitted page without replacing
it with result_too_large.
Nitpick Exercise the ledger's default ceiling with an excluded manifest.

1406-1408: 📐 Maintainability & Code Quality | 🔵 Trivial | 💤 Low value

Exercise the ledger's default ceiling with an excluded manifest.

CapLedger::new builds its default ceiling from PROVIDER_REGISTRY. Today every registry entry is DefaultCeiling::Included. A regression that replaces that selection with catalog_names() passes all current tests. The excluded-manifest check in the upgrade test runs only against default_ceiling_from, and the ledger loop has no Excluded entry to check.

Inject the registry into the constructor, not a ceiling set. A ceiling set would bypass the default_ceiling_names() selection that this test needs to exercise.

Constructor seam
     #[must_use]
     pub fn new(granted: BTreeSet<String>, grant_on_use: bool) -> Self {
-        Self {
-            granted,
-            allowed: default_ceiling_names(),
-            usage: BTreeMap::new(),
-            grant_on_use,
-        }
+        Self::with_registry(granted, grant_on_use, PROVIDER_REGISTRY)
+    }
+
+ /// A ledger whose default ceiling is read from `registry`.
+    fn with_registry(
+        granted: BTreeSet<String>,
+        grant_on_use: bool,
+        registry: ProviderRegistry,
+    ) -> Self {
+        Self {
+            granted,
+            allowed: registry.default_ceiling_names(),
+            usage: BTreeMap::new(),
+            grant_on_use,
+        }
     }

Add this test to the tests module:

#[test]
fn test_ledger_default_ceiling_excludes_excluded_manifests() {
    let mut upgraded: Vec<ProviderManifest> = CATALOG_ENTRIES.to_vec();
    upgraded.push(manifest("http.fetch", DefaultCeiling::Excluded));
    let registry = ProviderRegistry::new(Box::leak(upgraded.into_boxed_slice()));
    let ledger = CapLedger::with_registry(BTreeSet::new(), false, registry);
    assert!(!ledger.allowed().contains("http.fetch"));
    assert_eq!(ledger.allowed(), &registry.default_ceiling_names());
}

The test passes the excluded manifest through the constructor's default selection. Replacing that selection with catalog_names() makes http.fetch appear in allowed, so the assertion fails.

Review comment at @pkgs/id/crates/id-core/src/world_caps.rs around lines 1406 -
1408:
Update CapLedger::new to delegate to a private with_registry constructor that
accepts a ProviderRegistry and derives allowed through
registry.default_ceiling_names(). Add a test in the tests module that builds a
registry with an excluded manifest, constructs the ledger through with_registry,
and verifies the manifest is absent from allowed and that allowed matches the
registry’s default ceiling selection.

🤖 Agent note · review dispositions (task 4880, lane code-f)

  • Codex (chatgpt-codex-connector[bot]): the Codex code review on d77c498 FAILED to complete — "We couldn't complete this review" plus a Codex usage-limits notice; no Codex findings were posted (verified: no inline Codex comments and no finding bodies on this PR). Nothing to fix; noting the failed review here so it is not silently merged past.
  • CodeRabbit minor (doc comments, inline thread): FIXED in 13c02d4 — /// docs added to all 13 new private provider schema/bounds constants in world_caps.rs; cargo test -p id-core world_caps::tests 19 passed, rustfmt clean. Replied on the thread.
  • CodeRabbit minor (records.read page budget vs result_event cap): verified real but PRE-EXISTING and a behavior change, so out of scope for this no-behavior-change slice. Filed as follow-up issue id(world): records.read cap pages can exceed the result_event size cap — admitted 768 KiB pages are replaced by result_too_large above 64 KiB #4888 with evidence and acceptance criteria.
  • CodeRabbit nitpick (ledger default-ceiling constructor seam test): not taken in this slice. The selection logic itself is directly tested — test_a_newly_registered_excluded_provider_does_not_join_existing_ceilings exercises default_ceiling_from with Included and Excluded manifests; CapLedger::new delegates to that same default_ceiling_names() selection. The proposed with_registry seam is a test-only refactor (CodeRabbit rates it trivial/low-value); keeping this slice's diff minimal.
  • CI note: the id workflow (id-check.yml) has no pull_request trigger by design — Drew's main-only trigger order (commit 814c514, 2026-10-30), already tracked in issue ci(id): every main run builds the pkgs/id checks twice — the PR-tier matrix and the full flake check both run on push/schedule since the main-only trigger change #3045. Verification for this PR is the laptop targeted runs in the PR body plus the doc-fix run above; the full id checks run on main after merge.
