fix(id): per-provider default ceiling — newly registered providers stay out unless opted in (#838) - #4656
The default capability ceiling was the whole catalog everywhere it was taken, so a provider registered by a future binary upgrade would silently join every world with no explicit ceiling, every checkpoint restored without one, and every server started without --world-allowed-caps.
world_caps: new per-provider manifest default — DefaultCeiling::{Included, Excluded} on a CatalogEntry table (CATALOG_ENTRIES) mirroring CATALOG. Every provider registered today carries an explicit Included, so no existing world's effective ceiling changes; a future sensitive provider (F12.5 http.fetch, F13.7 client providers) registers as Excluded and reaches a world only through a ceiling that names it. default_ceiling_names() / default_ceiling_from(entries) compute the default ceiling from the table.
CapLedger::new starts from default_ceiling_names() instead of catalog_names().
Server: allowed_caps(None) (serve, --world-allowed-caps unset) returns the default ceiling, documented at the function.
Checkpoint/restore: an omitted ceiling in a journal checkpoint now reads back as the default ceiling (was: whole catalog); the journal omits the ceiling field only when it equals the default ceiling, so an explicitly widened catalog-wide ceiling is persisted explicitly via the CapsCeiling entry instead of folding to the default. Manifest apply: SetCeiling { ceiling: None } restores the default ceiling, and the manifest state's fold compares against the default ceiling.
WorldCore init and the default server_caps start from the default ceiling.
This is the pre-registry half of #838: the F12.4 data-driven registry (#534) can carry the same default_ceiling field per provider manifest when it lands.
Tests
New: catalog_entries_match_the_catalog_and_carry_explicit_defaults (table/CATALOG sync + default ceiling unchanged today) and a_newly_registered_excluded_provider_does_not_join_existing_ceilings (registers a synthetic http.fetch as Excluded plus an opted-in provider after world creation; asserts existing ceilings gain only the opted-in one).
cargo test -p id-core world_caps on the laptop: 19 passed, 0 failed.

Summary by CodeRabbit
Capability Management
Default capability ceilings are now applied consistently when starting server sessions, creating worlds, and restoring checkpoints.
Providers marked as excluded from the default ceiling require an explicit ceiling to be allowed. All currently listed providers remain included by default.
The capability catalog now defines per-provider default inclusion. Capability ledgers, server settings, world state, and checkpoint handling use the default ceiling instead of the full catalog when no explicit ceiling is set.

Summary
Catalog defaults and capability ledger pkgs/id/crates/id-core/src/world_caps.rs
Catalog entries declare whether each provider is included in the default ceiling. The default ceiling is derived from included entries, and new capability ledgers initialize from it. Tests cover entry consistency and included and excluded provider behavior.
Server and world ceiling defaults pkgs/id/src/commands/serve.rs, pkgs/id/src/commands/world.rs, pkgs/id/src/world/mod.rs
Server configuration and world limits use the default ceiling. World state treats a ceiling equal to the default as implicit, and manifests without an explicit ceiling restore the default.
World checkpoint defaults pkgs/id/src/world/core.rs
World creation and checkpoint restoration use the default ceiling when none is stored. Checkpoint writing omits the ceiling when it equals the default; explicit ceilings remain validated and restored.
developing-today/code#808 — Introduced the capability catalog, ledger, ceilings, and world state that this change updates.
developing-today/code#842 — Defines client capability providers that use the planned excluded default ceiling.
developing-today/code#801 — Adds manifest ceiling reconciliation and SetCeiling handling, which this change updates to use the default ceiling.
Merge Risk: Low · previous review e9122
The default-ceiling implementation is mergeable with a bounded test-coverage follow-up: fresh-ledger tests should exercise an excluded provider. No current production failure is established.

Explanation
Issue [#838] requires per-provider default ceiling metadata, an Excluded value, and protection for existing worlds and servers from newly registered providers. The PR adds DefaultCeiling::{Included, Excluded}, CatalogEntry, and CATALOG_ENTRIES. default_ceiling_names() derives defaults from entries. CapLedger::new, server defaults, world initialization, checkpoint restore, and manifest ceiling handling use this default. The reported tests cover catalog synchronization and an excluded provider that does not join existing ceilings, while an included provider does.
Full details: Out of Scope Changes check
Explanation
The reviewed changes are limited to capability default-ceiling metadata and its use in server, world, checkpoint, restore, and manifest ceiling paths. The added tests verify the same behavior. These changes directly implement issue [#838] and do not demonstrate unrelated scope.

Exercise an Excluded entry through the fresh-ledger constructor.
The loop that checks Excluded entries never runs. CATALOG_ENTRIES has no Excluded entry, and CapLedger::new seeds allowed from default_ceiling_names() (line 603), which takes no input. If new seeded from catalog_names() instead, these assertions would still pass, because every catalog entry is Included. No production behavior changes. The gap is in test coverage.
Route the seeding through an entry list, then test an Excluded entry on that path:
let ledger = CapLedger::new(BTreeSet::new(), false);
assert_eq!(ledger.allowed(), &default_ceiling_names());
for entry in CATALOG_ENTRIES {
if entry.default_ceiling == DefaultCeiling::Excluded {
assert!(!ledger.allowed().contains(entry.name));
}
}
+ // The constructor's fresh ceiling must omit an entry marked Excluded.+ let mut with_excluded = CATALOG_ENTRIES.to_vec();+ with_excluded[0].default_ceiling = DefaultCeiling::Excluded;+ let ledger = CapLedger::with_default_entries(BTreeSet::new(), false, &with_excluded);+ assert!(!ledger.allowed().contains(with_excluded[0].name));
The new test exercises the seeding that new delegates to. It fails if that seeding ignores its entry list, for example if it reads catalog_names(). It does not detect a new that bypasses the helper. Only an Excluded entry in CATALOG_ENTRIES could detect that.

Review comment at @pkgs/id/crates/id-core/src/world_caps.rs around lines 1023 -
1027:
Update CapLedger::new to delegate fresh-ceiling seeding to a helper that accepts
catalog entries, using CATALOG_ENTRIES in production; add a test that marks an
entry Excluded in a test entry list and verifies the resulting ledger omits it.
Keep the existing default-ceiling assertion for the real catalog.
