Follow-up to #1082. The 12 basement-cluster epics have been filed, so this replaces every 'Epics being filed' placeholder in planning/roadmaps/basement-cluster.md with the real issue link, mapped by row title:

Now/Next rows move proposed → planned (issues filed = planned per planning/README); Later rows stay proposed, ESP32 stays idea. Table padding re-run through prettier (the repo's treefmt formatter). Docs-only, one file.

Walkthrough

The basement cluster roadmap now uses issue links in place of “Epics being filed” placeholders. The Now and Next items use planned statuses. The Later and ESP32 wing statuses remain unchanged.

Link the issue numbers in the roadmap Links cells.

The Links cells now hold bare references such as #1080. GitHub does not autolink issue numbers in repository Markdown files, so readers see plain text and cannot open the epic from the roadmap. The base file had no issue references in these cells, so this PR introduced the gap.

Affected cells are in lines 13-15, 21-24, 30-33, and 39. Use the full link form for each reference, as planning/workflow/templates/main.md does for issue references.

Update the issue references in the roadmap’s Links cells to use full clickable
GitHub issue links, following the format in the main workflow template. Apply
this to every affected reference in the listed roadmap sections, not only the
#1080 entry.
