Description
Cloud extension (oci free fleet & egress offload)
Purpose
Free/cheap cloud capacity extends the basement: witness/monitoring nodes and egress relief that the 2 Gbps fiber cannot provide.
Scope
OCI always-free maximization per the filed plan (goal workspace files/oci-free-plan-2026-10-20.md; tracker dezren39/darwin-nix#507). CURRENT BLOCKER: free-tier tenancy stuck 'in progress', ticket CPCOE-29381, tenancy name 'on' confirmed restricted; agent-run follow-up scheduled Tue 2026-10-27 ~08:12 CDT (refs 261024-000583, 261026-001280). After access: API keys/CLI, PAYG with guardrails (quotas + budget alert), first provisioning incl. Always Free Autonomous DB #1. Plus egress offload patterns: RustFS cold tiering to R2, Cloudflare/Turso edge services per the cloud-ideas log.
Execution mode
Online.
Dependencies
Independent of the basement build; witness nodes may serve epic 8's quorum design.
Acceptance
OCI tenancy live with guardrails and the free fleet provisioned per plan, or the blocker escalated with a named next step; egress offload patterns documented.
Structure
Part of the basement cluster program. Project home: planning/roadmaps/basement-cluster.md in this repo. Full program register: goal workspace files/idea-register-2026-10-20.md (Muse goal goal_ba17a5777c21). Detailed task issues are filed as sub-issues of this epic; dependencies use blocks / blocked-by links.
Hard rules for the whole program: no HashiCorp anything; everything bootstrappable from config, no hand-built state.

Epic map — basement cluster program
This epic: #1091 — Cloud extension (OCI & egress)
Dependencies: Independent; witness nodes may serve #1088

Predecessor: this epic supersedes dezren39/darwin-nix#505 and dezren39/darwin-nix#507 (filed 2026-10-20 in the nix repo during the program's first filing pass). A superseded-pointer comment is on that issue; work happens here.

state: triaged (coverage pass)
Coverage pass 2026-11-03: reviewed in the fleet-wide per-issue pass (drift / overlap / already-handled / stale / blockers / ordering). Verdict: still live; queued in repo-health-code-pilot as triage at priority 30 (priority/none). If this is already handled at current main, the triage closes it with evidence; if it needs splitting, the triage files the split.

Triage verdict for the cloud-extension epic: live and correctly scoped, but it was an umbrella with zero children — filing its first child and recording the ordering.
Verified (2026-11-03T13:00Z):

ops(cluster): OCI tenancy access + Always Free fleet provisioning— and linked it as the first sub-issue of this epic. It carries the verified 2026-10-20 quota numbers (A1 halved to 2 OCPU/12 GB, 200 GB storage budget, 10 TB egress, 2 × Autonomous DB), the permanentus-ashburn-1home region, the PAYG decision and required guardrails, the live CPCOE-29381 blocker, and the post-access work order.Ordering for the remaining scope: OCI access (#4904) is the gate for any free-fleet work; the epic's other half — egress-offload patterns (RustFS cold tiering to R2, Cloudflare/Turso edge services) — is independent of tenancy access and should be its own child issue when it is picked up, per the program register. Epic stays open as the umbrella;
