Provider routes: a named selection over concrete providers - ordered, round-robin, or weighted, the model-route selection modes at provider level - declared once and then referenced from any route as an ordinary leaf, <provider-route>/<model>. Drew's directive: "make synthetic providers a concept which allow ordered round-robin weighted same as models except provider level."
Renamed 2026-10-31 (Drew): this concept was filed and first implemented as "synthetic providers"; it is now provider routes - experimental.provider_routes - for symmetry with model_routes (routes, at provider level). The second commit on this branch is the rename; terminology only, no behavior change.
A pool then seats openai-plan/gpt-6.1-terra (or -sol, -luna, ...) and resolution expands it, per model, into a group node over the members' concrete leaves for that model. The group runs through the same runtime walk as a nested route - selection, tiered weights (#1124), stickiness, health, budgets, gates - so there is no second selection engine.
How it works
Grammar. New block experimental.provider_routes: a record keyed by provider route id (same id pattern as route ids). An entry is providers (member ids, in order), optional selection (default ordered), optional weights keyed by member provider id (unset = 1). The leaf reference is the ordinary target form - string ("openai-plan/gpt-6.1-terra", #variant included) or object - so a pool weights a provider route leaf by the target as written.
Expansion.expand() resolves a provider route target by visiting a route shaped like the provider route for the one matched model: member targets for that exact model id, the provider route's selection, weights re-keyed <member>/<model>, autonomy inherited from the referencing route. All leaf machinery applies unchanged (variant producibility incl. the suffixed-id rule, dedup, ceilings, budgets, cache format); a target-level gate attaches to the group child, as for a nested route. A glob model fans out into one group per matched model - a group never mixes models. Retargeting (router: antigravity-agy / antigravity-ls leaves are never selected by routes (silent zero-expansion) #985/fix(ui,gui-extensions): bound remote JSON fetches in theme loader and whats-new (#1061) #1062) treats a provider route reference's members as the targeted providers, and keeps the provider route id itself out of the definitions map so it cannot shadow the provider route.
Validation (configuredProviderRoutes, at config load; every drop warns, never silent, per fix(core): named route windows resolve silently — an unknown or unparseable window name drops the gate/rule with no diagnostic (PR #649) #734's rule): an id naming a concrete provider, opencode-route, or a configured route is dropped - concrete providers always win a reference, and a route's name would make decision records ambiguous. Members resolve concrete-first; a member naming no concrete provider that is another provider route or opencode-route is dropped (no nesting in v1); duplicates drop; an unknown member is kept with a warning and contributes no leaves; a provider route left with no members is dropped.
Semantics per mode. Ordered: first ready member, failover in member order. Round-robin: per-session rotation with tiered weights (feat(core): round-robin weights are priority tiers, not shares #1124) - a heavier member is the top tier while ready. Weighted: per-session weighted draw, sticky per session. A provider route group's selection and weights are honored only when the referencing route uses rules-based autonomy: a fixed route sees the group as ordered with unit weights, exactly how a fixed route's own selection degrades.
Member eligibility. A member contributes a leaf only when its catalog offers the model (globs match per member) and it can produce the requested variant - the existing leaf rule; otherwise it is skipped for that dispatch, never an error.
Health. Resolution yields concrete leaves, so the per-target bench ladder, credential benching, quota demotion, holds, and budgets are all keyed on the concrete provider/model/credential as today. A benched or demoted member is simply absent from (or sunk within) the group's ready set, and fall-through follows the group's own mode - including the tier rule: a demoted member sinks below every live tier inside a round-robin provider route, and still serves as last resort.
Decision records. The group node carries the provider route id (a providerRoute marker on the node). Its walk decision is recorded under the provider route id, with the concrete member leaves as candidates and the serving member as chosen; the parent route's decision labels the group openai-plan/gpt-6.1-terra (a plain group would read opencode-route/...). model-route-review's summarize already tolerates route ids outside the configured map ("pools seen only in history"), so provider route ids render there unchanged.
packages/core: the full model-route family plus the config and governance suites - 470 tests, 0 failures. Typecheck (tsgo -b tsconfig.json tsconfig.tests.json) clean.
New coverage (19 tests): expansion shape and member order; group weights plus parent weighting by the target as written; member skipped for a missing model; member skipped for an unproducible variant; glob fan-out (one group per model, never mixed); fixed-autonomy degradation; concrete-provider shadowing at expansion; ordered fall-through; round-robin rotation; tiered round-robin inside a provider route; weighted draws and stickiness (seeded random); a quota-demoted member ordered last (ordered group) and below the live tier (round-robin group); decision records showing the group decision under the provider route id and the parent label; configuredProviderRoutes validation (collisions, nesting, duplicates, unknown members, concrete-first member resolution).
Follow-up (config change, not this PR)
Once this deploys, the laptop config (~/code/.opencode/opencode.jsonc) collapses the three per-model pools into the one provider route:
Delete the openai-plan-terra, openai-plan-sol, and openai-plan-luna route definitions (each currently an ordered [openai.alternate/<model>, openai/<model>] pair) and their seatings in the terra-plan / sol-plan / luna-plan pools.
Seat openai-plan/gpt-6.1-terra in terra-plan, openai-plan/gpt-6.1-sol in sol-plan (keeping its current pool weight 3), and openai-plan/gpt-6.1-luna in luna-plan (keeping its current pool weight 2.5) - the same seats and weights the pools hold today, with the alternate-first order defined once.

New Features
Added named provider routes that let you group concrete providers and select among them using ordered, round-robin, or weighted selection.
Provider routes can be used with model pools; matching models are expanded across eligible providers, with selection and weights applied.
Decision records identify the provider route and selected model, while health tracking remains associated with the concrete provider, model, and credential.
Invalid or conflicting route definitions are filtered, and unknown provider members generate warnings.
Documentation
Added guidance on configuring provider routes, member eligibility, selection modes, and how routes appear in decision records and pool labels.

Explanation
Only #1132 is an active direct target. Its coding requirements, mapped to the PR changes:
[#1132] Define once, reference from any route: experimental.provider_routes (schema ProviderRoutes) is parsed by configuredProviderRoutes. expand() resolves <provider-route>/<model> targets into per-model group nodes. Met per the summary.
[#1132] Ordered, round-robin with tiered weights, and weighted selection: the group reuses the nested-route walk with its selection and weights. Tests cover ordered fall-through, round-robin rotation, tiered round-robin, and seeded weighted draws with stickiness.
[#1132] Skip members that lack the model or variant: the existing leaf rule applies per member. Tests cover a missing model and an unproducible variant.
[#1132] Benched or demoted members fall through: resolution yields concrete leaves, so health stays keyed per concrete target. Tests cover a quota-demoted member ordered last (ordered group) and below the live tier (round-robin group).
[#1132] Collisions rejected at load with a warning; concrete provider keeps the reference: configuredProviderRoutes drops IDs naming a concrete provider, opencode-route, or a configured route. Collision tests are listed.
[#1132] No nesting in v1: members naming a provider route or opencode-route are dropped with a warning. Tests cover nesting rejection.
[#1132] Decision records: the group node carries providerRoute; the walk decision is recorded under the provider route ID; the parent label reads <route>/<model>. Tests cover this.
[#1132] Route proxy support is excluded by the issue and is not in this PR.
Naming deviation: #1132 specifies experimental.synthetic_providers and SyntheticProvider. The PR uses experimental.provider_routes and ProviderRoute. The PR states that the issue author renamed the concept on 2026-10-31 and that the rename is terminology only. This is a documented terminology change, not an unmet requirement. The grammar, validation, and mode semantics otherwise match the issue design.
Evidence limits: test counts and results come from the PR description. Test coverage comes from the summary of test file changes. The source test bodies were not read, and the tests were not run during this review. The issue cites tiered weights as #1122 and the PR cites #1124. This does not change any requirement.

Explanation
Changed areas and their link to #1132:
packages/core/src/config/plugin/model-routes.ts: provider-route config reader, validation with warnings, expansion into per-model groups, and retargeting over provider-route members. Implements #1132 grammar, validation, and expansion. The retargeting extension treats provider-route members as targeted providers, which follows from the reference form.
packages/core/src/model-route.ts: ProviderRoute type, optional Node.providerRoute, and the <route>/<model> decision label. Implements the #1132 decision-record criterion. Other nested groups keep the opencode-route/<id> label, so existing behavior is unchanged.
packages/schema/src/config/model-routes.ts and experimental.ts: schema for the new block. Implements the #1132 grammar.
packages/core/src/plugin/skill/routing-config.md: documentation for the new block. Supporting documentation for the feature.
packages/core/test/model-route.test.ts and model-routes-expand.test.ts: tests for the criteria in #1132. Supporting tests.
Second commit (rename to provider routes): terminology change within the same feature.
The route proxy in developing-today/code is not changed, as #1132 requires. The laptop config consolidation is described as a separate follow-up and is not part of the diff.
No change was found that lacks a connection to #1132. This assessment relies on the summary and PR description. The full diff was not read during this review.

Expand synthetic members in model governance as well
When a subagent selects a route containing a synthetic provider, runtime expansion now resolves it to concrete members, but routeTargets() in packages/core/src/session/model-governance.ts still judges the literal synthetic reference because that provider is absent from the catalog. For example, a parent policy excluding openai/* will permit a route targeting openai-plan/m even when its serving member is openai/m, bypassing the exclusion enforced by assertAllowed(). Conversely, an allowlist containing the concrete members rejects the same route. Update governance expansion alongside runtime expansion so child creation and model switching check the concrete providers that can actually serve.
"Virtual providers defined as a selection over concrete providers (ordered, round-robin, or weighted). A route target names one exactly like a concrete provider — `openai-plan/gpt-6.1-terra` — and resolution picks the member that serves the model, so a provider-level order is defined once instead of once per model.",
The reason will be displayed to describe this comment to others. Learn more.
Preserve synthetic providers during config normalization
For configuration loaded through Config, adding this schema field does not make synthetic providers available: packages/core/src/config.ts normalizes the input before decoding it, and normalizeExperimental() in packages/core/src/config/normalize.ts builds a fresh object from explicitly supported fields without copying synthetic_providers. The new block is therefore silently discarded, configuredSynthetics() receives no definitions, and synthetic targets contribute no leaves—making a route unavailable when they are its only targets, or silently removing them from mixed routes. Add normalization support for this block so the documented configuration reaches the routing plugin.

Reject wildcard members before expanding synthetic providers
If a synthetic lists both a concrete provider and "*", such as providers: ["openai", "*"], validation retains the wildcard with a warning that it contributes no leaves. Once the concrete member supplies a matching model, however, this mapping turns the wildcard into an ordinary door-set target, and the existing ref.providerID === "*" branch expands it across every catalog provider offering that model. The synthetic can consequently dispatch to providers outside its concrete membership, contrary to the validation warning and documented concrete-only semantics. Reject wildcard members or ensure synthetic member expansion cannot invoke door-set expansion.
The reason will be displayed to describe this comment to others. Learn more.
Addressed by #1454: provider-route validation now drops * members before expansion, with a regression proving providers: ["openai", "*"] cannot expand beyond openai.
The concept is renamed for symmetry with model_routes: routes at provider level. The config key experimental.synthetic_providers becomes experimental.provider_routes; Config.ModelRoute.SyntheticProvider(s) becomes ProviderRoute(s); the loader configuredSynthetics becomes configuredProviderRoutes; the route-group decision field synthetic becomes providerRoute. Terminology only - no behavior change. Rename approved by Drew 2026-10-31, applied while PR #1134 is unmerged so no config migration is needed.

feat(core): provider routes — provider-level pools with ordered/round-robin/weighted selection

Build providerRoutes once, before the route-model loop.
configuredProviderRoutes runs once for each route model, inside the loop at lines 191-195. Its inputs do not change between iterations. Each call repeats its console.warn output for dropped, duplicate, and unknown members. A misconfigured provider route therefore logs its warning once per route model on each transform pass. The provider transform logs it once more.
Move the call above the for loop. expand and retargetDefinition only read the returned map, so one shared instance is safe. The hoisted call also logs its warnings when there are no route models. The current code logs nothing in that case.
