🩺 Stability & Availability | 🟠 Major | 🏗️ Heavy lift

Preserve a write-capable path for fork pull request reviews.

When PR_REVIEW_AUTOMATION_ENABLED=true, pull_request_review reaches pr_review.main.publish with --apply, which attempts status, comment, label, and reviewer-request writes through github.token. GitHub reduces this token to read-only for fork review events, so the policy reconciliation can fail to publish its results. Keep a privileged handoff for these events, or skip apply mode for fork reviews and explicitly support and test the read-only policy before enabling automation.

In @.github/workflows/pr-review-policy.yml around lines 7 - 8, Update the
pull_request_review workflow path so fork review events either use a privileged
write-capable handoff for pr_review.main.publish with --apply, or bypass apply
mode and use an explicitly supported read-only policy; preserve write behavior
for trusted reviews and ensure the selected fork behavior is covered by workflow
tests.
