Summary

Closes #248.

Implements automatic 30-day retention pruning for the recycle bin directly inside FileService and VirtualFileSystem:

• Adds older_than_ms filtering to VirtualFileSystem.purge_recycle and FileService.purge_recycle.
• Opportunistically prunes expired recycle bin entries (RECYCLE_RETENTION_MS = 30 * 24 * 3600 * 1000, 30 days) during delete_item, delete_items, and list_recycle, reusing the reference-counted blob cleanup and NoteDeletedEvent publishing from feat(server): permanent recycle bin purge with ref-counted blob and derived data cleanup #288.
