Split from #1570 following @addyCooks’ request for smaller PRs. This is scope (b); depends on #1869.

Draft until the core PR merges. GitHub cannot base an upstream PR on a fork-only branch, so Files changed currently includes the dependency. Review only this scope using the scoped comparison. After the core merges, rebase onto upstream

Local input-checkout typecheck, build, and 60 focused input/key/FIFO/swap tests passed. Committed lockfile YAML and whitespace checks pass; branch CI remains authoritative.
