Pre-tranche review covered all seven open issues and five pre-existing draft PRs. #489/#492/#496 remain held for external exact-final-tree SkillSpector v2.12.0 reports and independently executed adversarial evidence on 36 first-party trees plus shared-registry reconciliation; #412/#413 require separate admission qualification. No PR was ready for merge and no issue was evidence-complete for closure. This PR is disjoint from all five existing drafts.
Merge criterion: verify exact 14-file diff, four final semantic states, unchanged source pin and counts, current main relationship, reviews/threads/statuses, then merge with expected-head SHA protection.
