Read all seven first-class Google Agents CLI SKILL.md packages at registered pin ef7808f33fc3038112b69d4ad488ce33b72699b1 and reconciled each with its exact-version verification record. Three high-authority skills are now REJECT unchanged: deploy (separate Terraform/IAM/Secret Manager/rollback writes), observability (default full prompt/response GCS/BigQuery capture and destructive infrastructure alternatives), publish (unapproved registry create/update/delete). Their useful reference/checklist mechanisms remain available for ADAPT/EXTRACT.

Google Agents CLI stays 7/7 current-standard complete, with VERIFIED semantic only 7 -> 4, REJECT unchanged 0 -> 3, and static gaps 0 -> 0. Five verification records also had controlled-taxonomy drift corrected without expanding the vocabulary. Exact upstream SKILL.md blobs, source pin, license, dependencies and explicit validation_status: not-run remain unchanged. No scanner or behavioral pass claimed.

Accounting and concurrency

Five public surfaces reconciled together: README, SYSTEM_STATE, CURATION_QUEUE, INDEX and index.json. First-party 44, third-party 826, total 870, source denominator delta 0. Includes one source-family macro review and eight companion updates (3 provenance + 5 verification). 14 files total. The five existing draft PRs #412/#413/#489/#492/#496 remain external qualification holds; this change touches only the disjoint Google source family and public accounting.
