Docs-only correction to the five public accounting surfaces from current main 792ffa20cd1cffa340fff1f898c17e1c9a49e47c. Existing first-party repair drafts are three disjoint manifest lanes: #489 (29), #492 (5), #496 (2). Their combined final-package security/adversarial frontier is 36, not the stale 34 still published after #496 opened.

Historical matching-pass identity accounting: 23 baseline passing, of which 8 + 5 + 2 = 15 are changed in pending drafts, leaving 8 unchanged if all three merge. Historical baseline on current main remains 23 PASSED / 20 INCOMPLETE / 1 FAILED; this change does not promote any draft, scan, behavior, or source pin.

Scope and validation

• Changed only README.md, docs/SYSTEM_STATE.md, CURATION_QUEUE.md, INDEX.md, index.json.
• Independently read back all five branch blobs. Markdown surfaces agree on 36 / 15 / 8, and JSON parses with 29+5+2=36, 15 historical passes changing, 8 unaffected.
• 44 first-party, 826 third-party, 870 semantic records unchanged; admitted-source denominator delta 0; new security scans 0; executed behavioral validations 0.
• Compare to current main: exactly five files, no skill manifests, no registry verification records, no scripts/CI/runtime.
• Existing draft feat: add passive trust-boundary and data-lifecycle review skills (#406) #412/feat: add passive behavioral evaluation and release-evidence protocols (#406) #413/fix: integrate 29 passive first-party authority repairs into one exact-package qualification frontier #489/fix: prevent secret-fragment leakage and unscoped private reads in five first-party skills #492/fix: scope automation receipt reads and task-surface cross-repo writes (#495) #496 qualification gates are untouched. No evidence of merge authorization for those drafts.

Disposition: documentation-only consistency correction, ready to merge after final head/status/review inspection.
