Exact-version security accounting, no new scan
Read-only comparison of all 44 current-main first-party package Git trees, all 44 SKILL.md blob fingerprints, and retained October 10 baseline/candidate NVIDIA SkillSpector v2.12.0 records. Historical baseline 23 exact-tree PASSED / 20 INCOMPLETE / 1 FAILED. Candidate scan's 44 passes match only 23/44 current package trees; 21 nonmatching passes cannot transfer. Eight of the 23 matching-pass packages are modified in draft #480/#482, leaving 15 without currently open manifest changes.
Changes: one exact 44-package tree/state/PR-overlap matrix, plus synchronized security evidence wording in README.md, docs/SYSTEM_STATE.md, CURATION_QUEUE.md, INDEX.md and index.json. Inventory delta 0; admitted source denominator delta 0; third-party reviews 826 unchanged; first-party 44 unchanged; total semantic verification records 870 unchanged. No source pin, semantic disposition, scanner state, or behavioral state was changed. No new scanner execution or behavioral test. Known P1 authority defects remain blocked for unchanged use.
Macro / lifecycle
This prevents unnecessary rescanning of identical historical package trees while preventing the 21 nonmatching candidate successes from being misrepresented as current. Issue #402 remains open. Drafts #412/#413/#416/#480/#482/#485 remain separately gated by final-version external security evidence, independent adversarial acceptance, and registry reconciliation. No runtime, CI, scanner, script, scheduler, generator or background machinery added.
Merge criterion: check exact head/diff, 44-row matrix, JSON parse, five-surface consistency, current main and review status; doc-only evidence reconciliation is independently mergeable without inventing security or behavioral approval.
