• Reconcile the remaining 13/13 frozen raw Microsoft SKILL.md additions: 10 individually front-mattered candidate skills with exact manifest blobs, whole-package Git tree SHAs, controlled taxonomy, ten-dimension static rubric, authority/privacy/dependency findings, and truthful not-run security/behavioral states; 3 nested non-frontmattered AppOnboard phase references excluded from independent eligible counts while retained as parent package dependencies.
• Together with the 9 already screened in research: vet 11 new Microsoft AKS/Advisor/Cost manifests and 3 discovery leads #436, all 22/22 frozen raw additions now have bounded source-vetting classification; 19/22 are frontmattered candidates, not automatically eligible or admitted.
• New macro security findings: AppOnboard automatically deletes inactive session directories after 7 days without separate lifecycle authorization; AKS quick-deploy executes ACR build/kubectl apply/remote CRD install without scoped deployment approval. Preserve good scaffold/deploy gate patterns as extraction evidence.
• Exact full Git tree enumeration: July 192 physical manifests, frozen Oct 10 210, latest 212. The registered canonical 186 is distinct; current canonical denominator remains unresolved. Changed-existing 40/76 unchanged.

Discovery

• Three independently inspected new source leads: ONLYOFFICE agent-skills (3 public SDK manifests, Apache-2.0), agent-skills-lint (1 skill + 2 sample fixtures, MIT), and data-agent field-test directory (0 SKILL.md; discovery surface). No installation, code execution or source admission.

Safety / accounting

Documentation and candidate evidence only: 3 new files, no scripts, CI, workflows, scanners, source pin changes, first-party admissions or governed verification companion inflation. Five public catalog surfaces remain 44 first-party / 22 registered source identities / 12 pinned corpora / 721 persisted third-party reviews, unchanged. External SkillSpector and behavioral validation not run. This branch is disjoint from draft PRs #412, #413 and #416.
