ci: the other -n auto jobs run half the runner's CPUs (integration, engines, parity, project, gate, experimental) #2573
Description
Follow-up from #2571. #2572 moves Run unit tests in the test job to -n logical, because with psutil installed pytest-xdist's -n auto counts physical cores and the 4-CPU runner ran 2 workers. The same cause applies to the other jobs that pass -n auto:
- unit-tests.yml:
integration,engine-tests,pypcap-parity,project-testsandgate. - experimental.yml: the Windows test leg, whose JUnit time over wall time is 1.74 in run 41283973400, and the 3.14t leg's
autoWORKERS.
Fix: use -n logical in each job, and re-pin the flags in test_project_pins_once_1954 and the 1732 module. Restore the Windows-leg equality pin in the 2060 module, which #2572 relaxes to everything but -n. Also update the prose that names -n auto: the _tier_guard_lock docstring in tests/conftest.py, and the comment in .github/coverage.toml. Give each job's before and after step time from the PR's own CI run.
Blocked: this edits the files #2572 changes, so it unblocks when #2572 merges.

d5d3f3b16. Dispatched: the remaining-n autojobs move to-n logical, their pins are re-pinned, the Windows-leg equality pin is restored, and the two stale prose lines are fixed. The PR's own CI will give the before and after step times.ci(timing): run the remaining xdist jobs at -n logical (#2606)
