feat: add fact-checking hook for pre-edit CLI verification (Claude Code parity) #53
Description
背景
Claude Code parity比較（Issue #51）で判明した機能差分。
問題
claude-code-skillsには5つのfact-checkingフック（enforce-factcheck-before-edit.sh等）が存在するが、OpenCodeには対応機能がない。
対策案
tool.execute.beforeフックでCLI出力の裏取りを強制- Plugin APIを活用したfact-check pipeline

依存解消: Hook System 完成 (PR #74, #76)。fact-checking hook 実装可能に。注意: stderr context injection (#80) を先に修正すべき。
