Build wheels for CPython 3.15 and free-threaded CPython 3.15t, using cibuildwheel 4.3.5, and run the test suite on both.

Closes #874

Changes

  • .github/workflows/wheel.yaml: bump pypa/cibuildwheel from v3.4.1 to v4.3.5 (pinned by commit SHA), the first release line that ships the final CPython 3.15 release.
  • Add cp315-* and cp315t-* to CIBW_BUILD.
  • Drop CIBW_ENABLE: cpython-freethreading. cibuildwheel 4.0 removed that option, and 3.14t and later free-threaded builds no longer need it.
  • .github/workflows/ci.yaml: add 3.15 and 3.15t to the test matrix. pcodec and zfpy publish no cp315 wheels yet, so the 3.15 job installs without them. Free-threaded jobs keep the existing subset (no pcodec, zfpy or google_crc32c). The two install steps are merged into one step that picks the extras per version.
  • docs/release.md: add an Unreleased maintenance entry.

The existing wheel test command already asserts that importing numcodecs does not re-enable the GIL on free-threaded builds.

Verification

  • On the fork (ci(wheels): build CPython 3.15 and 3.15t wheels d-v-b/numcodecs#1), the Wheels workflow built and tested cp315 and cp315t wheels for manylinux x86_64, manylinux aarch64, macOS arm64 and Windows amd64. The macos-15-large (Intel macOS) job could not run on the fork because that larger runner needs paid billing, so this PR's CI is the first run on that runner.
  • Locally on macOS arm64, the agent ran the full test suite with the same extras each CI job installs: CPython 3.15.2 free-threaded gave 734 passed and 25 skipped, and CPython 3.15.2 (GIL) gave 732 passed and 27 skipped.
Overlap with #885

#885 also changes the pypa/cibuildwheel line in wheel.yaml (to a SHA-pinned v4.3.4). Whichever PR lands second will need a one-line conflict resolution. This PR uses the same SHA-pin style.

Bump cibuildwheel to v4.3.5, which ships the final CPython 3.15 release,
and add cp315-* and cp315t-* to CIBW_BUILD. Drop CIBW_ENABLE:
cpython-freethreading, which cibuildwheel 4 removed; 3.14t+ free-threaded
builds no longer need it.

Add 3.15 and 3.15t to the test matrix. pcodec and zfpy publish no cp315
wheels yet, so the 3.15 job installs without them, alongside the existing
free-threaded subset. Pin pypa/cibuildwheel to the v4.3.5 commit SHA.
