.buildkite/scripts/gate-checks.sh: gate_secret_scan no longer echoes the
matched line into the build log. It now prints only "path:line" with the
same "«match redacted»" marker scripts/public-repo-guard/content-policy.sh
already uses. The detection regex, --exclude-dir list and allowlist files
are unchanged. This is a deliberate divergence from
.github/workflows/_checks.yml, which does echo the full match; documented
in the script header and in .buildkite/README.md. Proven locally: a planted
AKIA-prefixed test value fails the gate, and the captured stdout+stderr was
grepped for the literal value afterward -- confirmed absent. Plant removed,
nothing committed.
.buildkite/README.md: document that GitHub only posts the two required
per-step contexts ("gate / checks", "Secrets + content policy") once the
pipeline's GitHub provider settings enable publish_commit_status,
publish_commit_status_per_step and use_step_key_as_commit_status (in that
order; the third requires the first two) -- verified against
https://buildkite.com/docs/pipelines/source-control/github and the REST API
provider_settings field descriptions. Added as an explicit operator step.

secrets-content-policy.sh's gitleaks install step has no `command -v` bypass and always downloads the pinned linux-x64 tarball, then puts TOOLS_DIR first on PATH -- so a native gitleaks on PATH is shadowed, not used. Only the ripgrep install step actually checks `command -v rg` first. Update the "Guest-image prerequisites" egress note and the "Run locally" section to say so, and scope the full-script local run to linux x86_64 instead of claiming macOS parity. …tent-policy step Jake created a Buildkite cluster secret named GUARD_PRIVATE_REPOS in org `wave` (cluster "WAVE self-hosted CI"). Declare it on the secrets-content-policy step via the step-level `secrets:` attribute (per Buildkite docs: buildkite.com/docs/pipelines/security/secrets/buildkite-secrets), which exports it as the GUARD_PRIVATE_REPOS env var for that step only and is redacted from build logs if ever printed. Update the README operator checklist to describe the cluster secret instead of an agent/job env export. No script changes: content-policy.sh already treats a missing value as "skip the private-repo-name rule" and never echoes it. Co-Authored-By: Claude Opus 5.5 (1M context) <noreply@anthropic.com>

…ret wiring CodeRabbit re-review on the prior commit raised three valid points, verified against Buildkite's agent source (FetchSecrets in internal/secrets/secret.go) and docs (buildkite.com/docs/pipelines/security/secrets/buildkite-secrets): 1. Pipeline-YAML `secrets:` requires Buildkite Agent v3.106.0+. Document that minimum for every fpc-isolated agent in the operator prerequisites. 2. A missing (never-created) cluster secret is not equivalent to "unset" -- the agent fetches every declared `secrets:` key before the job's command runs, and a missing key fails the job at startup before secrets-content-policy.sh ever executes its own unset->skip fallback. Corrected README wording that implied "leave it unset" was safe; the cluster secret must exist (empty string is fine) for the GH-equivalent skip behavior. 3. Same-repo (non-fork) PR builds do receive this secret, since only fork PRs are excluded from running at all. Documented this explicitly as the existing, accepted trust boundary (same as every other step on this queue, and no worse than the plain unmasked GH Actions variable this value already is upstream) rather than redesigning the pipeline to withhold the secret from PR builds -- which would defeat this step's purpose of scanning each PR's own content, including PRs that touch the step itself. Also fixed the "needs secret: none" table row (and api-spec's stale "no secrets" guest-image bullet) to reflect GUARD_PRIVATE_REPOS now that the prior commit wired it in. What this is
A shadow-mode Buildkite port of api-spec's two required GitHub status checks, on the
fpc-isolatedqueue. Every step runs in its own disposable, isolated guest. Nothing under.github/changes, and branch protection's required contexts are untouched. The GH checksstay the required checks; Buildkite statuses are purely informational until an operator decides
otherwise. Draft only — do not merge.
What it reproduces (
.buildkite/)gate-checksgate-checks.sh.github/workflows/_checks.ymljobchecks(secret-regex grep + an 800-line ceiling on tracked.ts/.tsx/.js/.pysource files; called byfoundation-gate.ymlwithmax_lines: 800)gate / checkssecrets-content-policysecrets-content-policy.sh.github/workflows/public-repo-guard.ymljobguard(gitleaks 8.30.1,scripts/public-repo-guard/content-policy.sh, fixture self-test)Secrets + content policyBoth required contexts resolve on Buildkite as
buildkite/<pipeline-slug>/gate-checksandbuildkite/<pipeline-slug>/secrets-content-policyonce the pipeline is created (slug assigned then)and once the GitHub provider settings below are enabled — left at Buildkite's defaults, GitHub
gets one pipeline-level status, not one per step, and neither context is ever posted.
Every rule inside each step is copied byte-faithful from the GH workflow: the same secret regex
and allowlist files, the same 800-line ceiling, the same gitleaks version and the same pinned
sha256 (
551f6fc8…f2470eb), the same ripgrep-with-PCRE2 fallback install (pinned sha256), and thesame
content-policy.shinvocation.GUARD_PRIVATE_REPOSis handled exactly as the workflowhandles it: read from the job's own environment and passed through unmodified — never set, defaulted,
or widened in this PR. An operator needs to add a matching Buildkite environment variable for parity
(see "Operator steps needed").
public-repo-guard.yml's other job (body-guard, PR/issue/comment text) and_checks.yml's otherjobs (
skill-validate,verify-routes) are not required contexts and are out of scope.Local proof (all run on this branch)
gate-checks.sh: passes clean on this branch.shellcheck -xclean. YAML validated withyaml.safe_load.AKIA+ 16-char AWS-key-shaped string and an 801-line.tsfile (bothgit addedso
git ls-files— same as the GH workflow — would see them), rangate-checks.sh: both gatesfailed as expected (
secret-like pattern found, an over-limit line-count error on the plantedfile). Un-staged and deleted both plants; re-ran clean → pass. Nothing planted was committed.
gate_secret_scanno longer echoes the matchedline into the log — only
path:linewith the same«match redacted»markercontent-policy.shuses. This deliberately diverges from_checks.yml, which does echo the rawmatch; a matched credential must never land in a build log. Proven: re-planted the
AKIAvalue, captured the gate's full stdout+stderr to a file, and grepped that file for the literal value —
confirmed absent. Plant removed again afterward.
secrets-content-policy.sh: the gitleaks/ripgrep pinned-download install and the checksumverification succeed. The Linux x86_64 gitleaks binary itself cannot execute on the arm64 macOS
workstation used for this local proof (
Exec format error) — the same documented arm64/amd64 gapthe fleet's other shadow ports call out for their own pinned Linux tools. To prove the scan command
itself (identical flags/config to the script), I ran it with the equivalent natively-installed
gitleaks 8.30.1: clean onorigin/main. I then planted a syntheticghp_-shaped 36-char token(deliberately avoiding gitleaks' own allowlist stopwords — fake/test/dummy/etc. — so the rule was
genuinely exercised, not allowlisted away) →
leaks found: 1, exit 1. Deleted the plant, re-scannedclean.
content-policy.shand thebody-policy.shfixture self-test (36/36) both ran and passedwith the current production
GUARD_PRIVATE_REPOSorg variable.content-policy.sh's full hit listbetween
origin/mainand this branch, using an env-var value that includes every repo named below. The hit list is byte-identical, 17 hits, before and after — nothing under
.buildkite/adds,removes, or changes a single hit. Re-confirmed after the redaction follow-up commit.
Known pre-existing content-policy gap (not introduced here, not fixed here)
content-policy.sh's private-repo rule only checks the names inGUARD_PRIVATE_REPOS. Thecurrently-configured GH org variable lists nine product repos and does not include every
org-private repository. Two private org repo names, and one private npm-scoped package name (that
one isn't caught regardless — its leading
@defeats the rule's\bword-boundary regex, noted forcompleteness, not something this PR changes), already sit in plaintext in this repo's own tracked
files. Their names are not repeated in this PR body — they are already visible at the exact
locations below, in files this public repo already ships on
main.With
GUARD_PRIVATE_REPOSwidened to cover both of those repo names on top of the current list,content-policy.shblocks with exactly 17 hits onorigin/maintoday, split across two distinctnames:
Name 1 — 9 hits:
AGENTS.md:3,.github/workflows/_checks.yml:3,5,50,.github/workflows/foundation-gate.yml:3,6,.github/workflows/issue-ops-triage.yml:15,20,.github/workflows/published-contract-drift.yml:39.Name 2 — 8 hits:
.github/workflows/governance-enforce.yml:8,14,.github/workflows/auto-merge.yml:4,.github/workflows/ga-evidence.yml:3,13,16,.github/workflows/published-contract-drift.yml:20,scripts/ga/ga-evidence.mjs:11.(Open each location to see which name recurs there — every hit is a single word-boundary match of
one of the two names, not a mix on the same line.)
This is a pre-existing gap in
main, not something this PR introduces — the gap is in the orgvariable's coverage, and in those files' content, not in the check's logic, which this PR reproduces
unchanged. This PR does not widen the allowlist and does not touch any of the flagged files —
that's separate, tightly-scoped follow-up work (either correct
GUARD_PRIVATE_REPOS, or remove/allowthese specific references). I searched open PRs (
gh search prs --repo wave-av/api-spec --state open "content policy", plus the full open-PR list) and found none that touch this gap: #39 only updatesthe vendored
actions/checkoutpin inpublic-repo-guard.yml; #105 only fixes an unrelatedunresolvable
uses:example in_checks.yml's header comment.Separately: GH's own required-check runs for
public-repo-guard.ymlonmain/PRs currently completein ~2 seconds with zero steps executed (consistent with the org-wide GitHub Actions billing lock
already documented in this org's other
ci(buildkite): shadow-port …PRs) — that history is not areliable signal of what the checks would actually report, which is exactly why this port exists.
Shadow mode / operator steps needed
This PR is code only. Separate, operator-gated actions still needed:
fpc-isolatedqueue).publish_commit_status,publish_commit_status_per_step, anduse_step_key_as_commit_status(the third requires thefirst two), per https://buildkite.com/docs/pipelines/source-control/github and the REST API's
provider_settings. Without all three, GitHub only ever sees one pipeline-level status, andneither
gate / checks' norSecrets + content policy's Buildkite counterpart is ever posted.GUARD_PRIVATE_REPOSpipeline/org env var matching GH's.secrets-content-policywill report the gap above onceGUARD_PRIVATE_REPOSis corrected for parity — expected, not a regression).main's required status checks.Full detail in
