fix(settings): make market failures retryable - #1697

Market source failures left users without a way to refresh the current query. Add retry controls for Skill and MCP markets while preserving the existing network policy. Closes #1692
Keep the translated settings and E2E specifications aligned with the new market recovery behavior so the locale and docs gates validate the same user path.

The reported intermittent network failure remains environment-dependent; this change adds an in-app recovery action and does not alter network policy.
