get_ctype_encoding()assumes locale names include an encoding suffix, so installed names such asen_INare reported as ASCII. Resolve bare names using native locale data, share the environment lookup, and querynl_langinfo_lwithout switching the thread locale.Split from #15139 as requested in review. Related to #14928.
