Add full support for v4 design system in registration forms - #3061

This change updates the student and instructor registration screens to use the v4 component system (InputField and Button), adds consistent spacing and login/register CTA styling, and standardizes access-denied/feature-disabled templates with the shared design-system styles. It also fixes Alpine truthiness checks for empty-string values in select, clear-button, and password-strength states to behave correctly when values are empty.
