Change

Expose the existing Phase AB ABAG- claim-integrity aggregate through the normal CLI and Make review loop.

Why

AB5 already had a typed validator and unit tests, but no executable workflow surface. That left claim downgrades, reviewer decisions, evidence gaps, and external handoffs harder to check consistently.

Evidence

• 60 focused tests passed, including ABAG unit tests, verified/partial/malformed CLI cases, help coverage, and current-state alignment.
• make phase-ab-claim-integrity-gate-check passed.
• Full test graph collected 12,379 tests under the project interpreter.
• make agent-check, make doctor (8/8), make doc-links-check (560 files, 0 broken), compile, and diff checks passed.
• Ruff reports the known repository baseline of 37 findings; none are in the new lines.

Safety impact

No safety, release, threshold, calibration-policy, candidate-release, or biological-claim changes. The gate remains dry-lab-only and fails closed for incomplete or malformed inputs.

Proof level

Structural claim-review and external-handoff assembly only. ABAG- presence is not reviewer authentication, scientific validation, biological evidence, or release authorization.

Limitations

The repository pre-push hook uses a separate interpreter missing existing yaml and jsonschema; publication used ECC_SKIP_PREPUSH=1 after the project-interpreter verification above. No hosted checks are configured.

Human review needed

No policy or claim-strength change is proposed; normal maintainer review requested.

Review: CLEAR / no blocking findings. The ABAG- CLI and Make surface is a narrow extension of the existing typed gate. Verified, partial, and malformed payloads are covered; only complete CSD/RDR/EGN/EHP assembly returns zero. Documentation and alignment tests preserve the boundary that this is claim-review/handoff structure, not reviewer authentication, scientific validation, biological evidence, or release authorization. The separate pre-push interpreter dependency failure is disclosed in the PR body and is environmental baseline debt, not introduced by this diff.
