Remove deprecated array syntax for property values

This old string-based style has been deprecated since 3.3.0 in favour of the new XML-based structure and should be removed in version 4.

Support for the string-based syntax has been removed from ruleset.xml parsing, although you can still use it with the phpcs:set comment syntax.
