Can not scroll in query combobox results on firefox #8691

Describe the bug
When typing in a query combobox on firefox, if you try to scroll down while hovering over a result, it will bounce you back to that result. Also occasionally if you have already scrolled down into the results and hover over one, the results will rapidly scroll back to the top.

To Reproduce
Steps to reproduce the behavior:

1. On a firefox-based browser, open any form that has a query combobox
2. Search for something that will bring back a lot of results ("a")
3. Try to scroll down while hovering over a result, or scroll down then hover over a result and try to scroll more
4. See that you are bounced back to the top

Expected behavior

• No bouncing between results, allowing scrolling to function normally.
• Consistency with chromium-based browsers
