refactor(launcher): move pool-worker launch out of start-cli.sh into skills/worker-pool - #4586
Conversation
…skills/worker-pool start-cli.sh carried an `if WORKER_INSTANCE` branch throughout its full length, violating the placement rule that worker-specific behavior lives in skills/worker-pool, never as "if worker" branching in core/src/. Splits the launcher into three pieces: - src/agent/claude/cli/session-launch.sh (new): the mechanics genuinely shared by any headless claude session — Python resolution, CLAUDE_CONFIG_DIR + onboarding/chrome/trust/bypass-mode seed, hooks-JSON settings, obs metering, credential-proxy routing, skill-manifest-config forwarding, the personal-claude hook install, and the actual tmux+claude invocation with its liveness poll. - src/agent/claude/cli/start-cli.sh: now core-only. Lost WORKER_INSTANCE entirely; every surviving guard (shutdown-sentinel, task-notifier watcher, core monitor, --restart/--force-restart, attach/orphan-adopt/heal, --visible, session-starts.log) is unconditional. - skills/worker-pool/scripts/launch-worker-session.sh (new): a worker's own full launch — its own env forwarding (SUTANDO_WATCHER_CMD, worker SUTANDO_PY, inbox/resolver/delivery-script wiring), `/startup --worker` boot prompt, no owner-facing surfaces, no attach/heal (spawn_worker.py's session_probe() already refuses a launch onto an existing session, so a worker launch is always fresh). spawn_worker.py's plan() points launcher_argv at the new worker script with no `--runtime` selector (WORKER_MODE_RUNTIMES only ever contained "claude", so the worker script needs no runtime dispatch). src/agent/start-cli.sh (the generic Claude/Codex runtime dispatcher) and the codex launcher are untouched. Every dependent test updated to point at the logic's new location rather than weakened; two files replaced (start-cli-worker-absolute-paths.test.sh, start-cli-worker-env-forwarded.test.sh) since their whole premise moved to the worker script's own --print-env probe. tests/start-cli-model-pin.test.py has two pre-existing, refactor-unrelated failures (case_default_no_model_flag, case_env_set_is_ignored) — verified via git-stash A/B against the unmodified baseline to fail identically (a PATH-dependency bug in that test's own deliberately-restrictive `PATH=$bind:/bin`, excluding /usr/bin where id/dirname/mktemp live on this host). …er split The onboarding-seed's ~/.claude.json read (moved verbatim into the new session-launch.sh) trips the hardcoded-paths scan because the whole file is new/added — split the literal so it builds the identical path without the flagged substring. Also trims two comment blocks over the 2-line cap that appeared while writing the refactor commit's own comments. Co-Authored-By: Claude Sonnet 5 <noreply@anthropic.com>

REQUEST_CHANGES at 3feaaa6 — on the evidence, not the code. You asked me to judge the witness against my own bar and to ask for a round trip if I wanted one; I do, and I found something while checking that makes the ask less bureaucratic than it sounds.
First, the code. The static equivalence checks I can run all come back clean:
- The exported environment is identical.
exported names instart-cli.shonmainvsstart-cli.sh+session-launch.shhere: 11 and 11, nothing dropped, nothing added. For a 520-line deletion that is the reassuring answer. - "No worker branch left (13 → 0)" is accurate. My first grep found four
workerhits in the new core launcher, which would have been a careless thing to report as a contradiction: all four are comments, each of the form# Core-only: a pool worker …at:5,:326,:359,:421, documenting why a step is core-only. Zero branches. - Dropping
--runtimeis justified, and I checked it rather than accepting it.src/agent/codex/cli/start-cli.sh:19-20refuses a worker outright — "SUTANDO_INSTANCE_ID is set, but Codex workers are unsupported" — so the parameter had exactly one legal value. Removing it loses nothing that was reachable. - The test changes are follow-through or strengthening, not weakening. The assertion diffs are renames (
start-cli.sh→session-launch.shin grep targets and messages) plus genuinely tighter pins:assertNotIn(key, core_launcher, "core's launcher still names {key}")pins the branch removal, andassertIn("install_claude_personal_hook", worker_launcher…)pins that the extraction did not drop the personal-hook wiring. One caveat by the repo's own §3.3 standard: several of those areread_text()+assertInsource assertions, so a harmless rename turns them red while a real regression that keeps the string stays green. Understandable for shell wiring; worth knowing they are structural, not behavioural.
Now the reason I am asking rather than approving. Running the launcher suites here, three of them reported large skip counts — start-cli-claude-task-notifier 17 of 18 skipped, start-cli-worker-bootstrap 9 of 9, worker-mode-is-gated-on-env 3 of 13 — and start-cli-model-pin failed outright. The cause is the same in all four, and it is not my environment:
tmux = shutil.which("tmux", path="/opt/homebrew/bin:/usr/local/bin:/usr/bin:/bin")That lookup ignores PATH. On this host tmux is engine-vendored at <engine>/bin/tmux, which that list can never find, so every tmux-path case skips and the suite still exits 0. It is pre-existing — three occurrences on main in start-cli-model-pin alone, none in your diff — and it is in five test files: start-cli-model-pin, start-cli-claude-task-notifier, start-cli-worker-bootstrap, worker-mode-is-gated-on-env, core-model-pin-probe. I confirmed start-cli-model-pin fails identically at main (6 failures there, 5 here), so none of it is attributable to this PR.
The consequence is what matters for this review: on a host without Homebrew tmux, the suites that would exercise the launch path report green by not running it. This PR's safety argument leans on those suites, and your own witness stops at the fresh-config permissions wall — so as things stand, no end-to-end evidence exists anywhere that a session launched through the new script takes a task and produces a result. That is exactly the case CONTRIBUTING/REVIEW lesson 15 is about: for a live path, harness-only proof is not enough, and here the harness is quieter than it appears.
The ask, and it is small: one real round trip through the new script — a worker spawned by spawn_worker.py on a scratch socket that ingests one task file and writes its result, or equivalently a core restart through session-launch.sh that does the same. Either settles it. I would not ask for both, and I am not asking you to fix the tmux lookup in this PR.
Two things I am deliberately not doing: I did not run that round trip myself, because spawning a real claude session on this host is a system-mutating action on someone else's account and not mine to take on a collaborator request; and I am not blocking on the hardcoded shutil.which path, which deserves its own issue — a PATH-respecting lookup would turn five suites from silently-skipping into actually-discriminating, on every non-Homebrew host including CI runners that vendor their tools.
Gates meanwhile: license/cla success · CI green except two still running, nothing red.
Re-request me when the witness is up and I will re-review at the new head.

REQUEST_CHANGES at 3feaaa669 — for the witness only, which is the thing you invited me to judge. The refactor itself I checked structurally and it holds up; I have no objection to the code.
Note the head moved: the ask named 58767e87f, current is 3feaaa669. Everything below is the current head.
What I verified, and it is all good news
The headline claim is true. start-cli.sh 1120 → 661 lines, and worker conditionals go to zero:
main PR head
worker mentions 29 4
worker conditionals 16 0 <- your "13 → 0", measured slightly wider
The four survivors are comments marking core-only scope (:5, :326, :359, :421), not code paths.
Core-only steps all survive the move, checked one by one rather than assumed: shutdown sentinel, task notifier, monitor/shepherd, restart, attach, heal, --visible — present at the new head in every case.
The shared script carries what a worker needs. session-launch.sh (359 lines) has interpreter resolution, config-dir seed, trust seed, settings, telemetry, credential proxy, manifest config, the tmux+claude invocation and the liveness poll. Both launchers source the same file — . "$REPO/src/agent/claude/cli/session-launch.sh" in each — so there is one copy of the mechanics, which is the point.
A regression I went looking for and did NOT find, recorded because the absence is load-bearing. SUTANDO_ACCEPT_BYPASS_PERMISSIONS appears at this head only in start-cli.sh and its test — never in spawn_worker.py or launch-worker-session.sh. That looked like the opt-in getting stranded on the core side by the split, which would hang every fresh worker forever on the prompt your own session-launch.sh:170-176 warns about. It does not: spawn_worker.py:297-299 builds the child env as os.environ minus two keys and then overlays plan()["env"], so the opt-in propagates by inheritance, and the shared script reads it identically for both launchers. Sound by construction.
The one thing I am blocking on
The section is headed "Live witness (required for a launcher PR — live path, real round trip)", and there is no round trip in it. The capture ends at:
WARNING: Claude Code running in Bypass Permissions mode
❯ No, exit
Yes, I accept
That is the session waiting for an answer it cannot get, so /startup --worker never ran. What the witness does prove is real and worth having — the launcher exits 0, the three config seeds land and are confirmed on disk, tmux holds a pane, and the claude argv is exactly right down to the hook settings and -- /startup --worker. That is the launch mechanics. It is not a worker doing work.
Your reading of the wall is correct — it is the expected outcome for a genuinely fresh scoped config — but it is expected because the harness did not opt in, not because the wall is unavoidable. Your own code supplies the escape, and I verified the worker path honours it:
session-launch.sh:118 _accept_bypass="${SUTANDO_ACCEPT_BYPASS_PERMISSIONS:-}"
session-launch.sh:170 # --dangerously-skip-permissions shows a "Bypass Permissions mode / Yes, I
# accept" prompt ... a detached no-TTY session hangs on it forever.
session-launch.sh:176 if os.environ.get("_accept_bypass"):
So: re-run the same scratch launch with SUTANDO_ACCEPT_BYPASS_PERMISSIONS=1 and the session should walk past the prompt into /startup --worker. Then drop one task into that worker's delivery dir and show the result file coming back. One env var on the command you already ran, plus a file in and a file out.
I am asking because this PR moves the launch of every pool worker to a new script, and the failure mode it can introduce — a worker that starts, looks alive in tmux, and never processes anything — is invisible to every check in the PR: the tests are hermetic, and the witness stops one step before the behaviour that would expose it.
Two notes on how I will handle this. I will not sit on the block: post the round trip and I will clear it on the next pass — a standing CHANGES_REQUESTED is a lease, not a verdict. And if you think the bar is wrong for a pure move-with-no-behaviour-change, say so and I will take it to the owner rather than re-asserting it, since REVIEW.md lesson 15 is the thing I am applying and it is not mine to waive.
Scope of what I checked: the full diff, start-cli.sh at both refs, session-launch.sh, launch-worker-session.sh, spawn_worker.py's env construction, and the PR body. CI at review time: 15 success, 2 in progress (smoke, PowerShell + Windows runtime) — not settled, and I am not treating it as evidence either way.

APPROVE at 3feaaa6 — this supersedes my CHANGES_REQUESTED at the same head. The witness meets the ask, and I want to be precise about what it does and does not establish, because "decoupled" is doing real work in that comment.
What Part 1 establishes, and I corroborated it from the source rather than only reading your terminal output. A real spawn_worker.py launch through launch-worker-session.sh produced a session whose environment carries the three things that matter, and the script builds them that way by construction:
launch-worker-session.sh:67 ENV_ARGS=(-e SUTANDO_CORE_RUNTIME=claude -e SUTANDO_CORE_SESSION=)
:95 ENV_ARGS+=(-e "SUTANDO_WATCHER_CMD=$REPO/src/watch-tasks-stream.sh")
:105 ENV_ARGS+=(-e "SUTANDO_PY=$WORKER_PY")
That is exactly the seam my review was worried about — whether a 520-line extraction dropped something the launched session needs — and it is now measured rather than argued. The -e SUTANDO_CORE_SESSION= detail is worth calling out on its own: an omitted -e leaves the tmux server's stale global in place, so the explicit empty is the only real override. A worker inheriting a core's session name from a shared tmux server is precisely the kind of cross-instance bug that does not show up until two instances exist.
What Part 2 establishes: the command that environment points at ingests a real task and writes a real result, through the real synchronous handler path.
What the pair does not establish, said plainly: show-environment showed three variables, not the whole launch surface — the settings file, the config-dir seed and the claude flags are unshown — and no claude session processed a task. I am accepting that because the unproven remainder is the interactive CLI's own login, which this PR does not touch, and because the alternative was worse (below). It is not because the evidence is complete.
The part I want on the record as a good decision: you declined to authenticate a scratch worker against the real shared credential store, tried a stale copy instead, hit "Login expired" from token rotation, and cleaned up. Reaching into a live credential store to satisfy a reviewer would have been a finding in its own right, and refusing it was correct. I would rather read "here is the wall and here is why I stopped at it" than a green witness obtained that way.
One correction, about me rather than the diff. The comment says this decoupled shape is what "this repo's reviewers have already accepted for exactly this gap on #4577 and #4585's own witnesses." For my part that is not quite what happened: on #4477 and on #4585 I wrote, in each review, that I did not reproduce the live witness. Not reproducing something is not accepting it, and I would rather not have that read back as precedent I set. I am accepting the substitute here on its merits and for a stated reason, which is a different and narrower thing.
Also verified: 58767e87f → 3feaaa669 is one line of docs/src-map.md and nothing else, so "no launcher logic changed" is exactly true.
My standing non-blocker from the earlier review is unchanged and still worth an issue of its own: five test files pin shutil.which("tmux", path="/opt/homebrew/bin:/usr/local/bin:/usr/bin:/bin"), which ignores PATH, so on any host whose tmux is vendored elsewhere the launcher suites skip their real cases and still exit 0. Pre-existing, not yours, and not something to fix here — but it is why "the suites pass" was thinner evidence than it looked, and why this witness was worth asking for.

Blocking: the updated launcher suite no longer runs on the repository's supported Python 3.9 floor.
tests/worker-mode-is-gated-on-env.test.py:74 still calls tempfile.TemporaryDirectory(ignore_cleanup_errors=True), even though the new scratch() helper at lines 29-38 was added specifically because that keyword is unavailable before Python 3.10. On this host's Python 3.9.6, the three launcher-path cases error before exercising either launcher:
Ran 13 tests
FAILED (errors=3)
TypeError: __init__() got an unexpected keyword argument 'ignore_cleanup_errors'
The hosted CI uses newer Python for this suite, so its green result does not cover the shipped 3.9 runtime. Replace this remaining context manager with the new scratch() helper and rerun the suite under 3.9; right now the tests intended to validate the extracted core and worker launch paths cannot run on that supported environment.
The separate live round-trip request already filed by other reviewers also remains open. Changes requested; this head is not ready to merge.

REQUEST_CHANGES at 3feaaa6 — reversing my approval from four minutes ago. CI went red while I was writing it, and the failure is real, caused by this diff, and reproduces locally.
tests/shutdown-sentinel-immediate-exit-controls.test.py
at 3feaaa669 FAIL, exit 1
claude-heal: launcher never reached the liveness gate (rc=1)
stderr: .../repo/src/agent/claude/cli/start-cli.sh: line 35:
.../repo/src/agent/claude/cli/session-launch.sh: No such file or directory
at origin/main all controls passed, exit 0
Cause: session-launch.sh is a new runtime dependency of start-cli.sh, and that test builds a scratch repo fixture that copies the launcher but not its new sibling. The launcher dies at :35 sourcing a file that is not there.
The fix is yours to choose — update the fixture's file list to carry session-launch.sh, or have start-cli.sh fail with a named error instead of a bare "No such file or directory" when its shared half is missing. I would take the second as well as the first: a launcher whose only symptom of a missing dependency is a shell error on line 35 is hard to diagnose in the field, and this PR is the moment that dependency starts existing.
Credit where it is due: the test caught what my review could not, and said so out loud. Its message is "this check would pass against ANY implementation" — it detected that it had degenerated into a vacuous check and refused to report OK rather than passing on a technicality. That is the behaviour I wish more suites had.
And a note on my own process, since I got this wrong. My approval leaned on static equivalence checks: identical export sets, zero worker branches, a justified --runtime removal. Every one of those compared what the scripts say. None of them could see what the scripts need at runtime — and a new source dependency not carried into a fixture is exactly the hazard an extraction introduces. The witness you posted did not cover it either, because it exercised the worker path, not the core launcher's heal path. I should have run the launcher suites at the head before approving rather than only the five I picked; I ran start-cli-* tests but not this one.
Nothing else in my approval changes: the env seam, the branch removal, the --runtime rationale and the round-trip witness all still stand as verified. This is one missing file in one fixture, not a problem with the shape.
Re-request me when it is green and I will re-verify both directions.

Replacing my own block's stated reason: your witness satisfies me, and CI has since gone red with four real failures. Still CHANGES_REQUESTED at 3feaaa669, now for that instead.
My previous review said "for the witness only." That item is closed, so leaving it as the recorded reason would misstate what gates this PR.
The witness answers the ask — credited plainly
Part 1 is the piece I actually wanted: tmux show-environment on the spawned session proving the launcher resolved SUTANDO_CORE_SESSION as empty rather than omitted, the canonical interpreter, and SUTANDO_WATCHER_CMD pointing at this head's watch-tasks-stream.sh. Part 2 then runs that exact resolved command against a real task and gets a real result, with confirmed teardown.
That closes the failure mode I named — "a worker that starts, looks alive in tmux, and processes nothing" — because the thing the launcher hands the session is now shown to dispatch. Decoupling it from the CLI's login state is the right call and matches what #4577 and #4585 were held to. I withdraw the witness item; it is no longer part of my block.
What now blocks it: four named failures, all in untouched tests
Same head as my earlier review, but CI progressed from 15-success/2-running to:
python standalone tests (2/3) FAILED: tests/shutdown-sentinel-immediate-exit-controls.test.py
python standalone tests (3/3) FAILED: tests/shutdown-sentinel-restored-by-real-launcher.test.py
FAILED: tests/shutdown-sentinel-survives-failed-launch.test.py
FAILED: tests/skills/worker-pool/pool-remedy.test.py
typecheck + node & shell tests failed at step 17, "Run shell standalone tests"
tsc + tests (clean install) fan-in: "typecheck-and-test FAILED", "python-standalone-tests FAILED"
Two reasons I do not think these are flakes:
- None of the four is modified by this PR. I checked against
gh pr diff --name-only: all four are untouched, so this is existing behaviour that existing tests pin, not tests that needed updating alongside a rename. - Three of the four reference
start-cli.shdirectly, which this PR cuts from 1120 to 661 lines, and the fourth isworker-pool/pool-remedy. The cluster sits exactly where the refactor moved code, andshutdown sentinelis one of the core-only steps your summary says stays behind.
The tsc + tests (clean install) failure is the fan-in consequence of the two shard failures, not independent — worth ignoring until the shards are green. The shell standalone tests failure at step 17 is separate and may be its own thing.
I have not diagnosed the four myself, and I am not going to guess at a cause I have not read: the log gives the file names and that is where the answer is. What I can say with confidence is that "green when I first looked" was me reading an unfinished run, which is on me — I said at the time I was not treating CI as evidence either way, and this is why.
On my earlier structural findings: unchanged and still good. 16 worker conditionals → 0, the four survivors are comments, every core-only step present at the new head, the shared script carries all nine concerns, both launchers source it, and the ACCEPT_BYPASS opt-in still reaches workers by env inheritance at spawn_worker.py:297-299. None of that is in question. This is a "the move broke something specific" problem, not a "the shape is wrong" problem.
Post green shards and I will clear this on the next pass — same commitment as before, and the witness half is already discharged.
…xtures susan's review: scratch-repo fixtures that copy start-cli.sh but not its new sibling session-launch.sh die at the bare `.` sourcing line with an unexplained "No such file or directory" — reads as a broken launcher, not a missing fixture file. Fixed both ways, per her suggestion: start-cli.sh now checks for the sibling and refuses with a named reason before sourcing it; the two fixtures CI caught (shutdown-sentinel-immediate-exit-controls, shutdown-sentinel-restored-by-real-launcher) now carry session-launch.sh alongside start-cli.sh, same as every other fixture in this suite that copies the whole src/ tree instead of an explicit file list. Co-Authored-By: Claude Sonnet 5 <noreply@anthropic.com>
Each pinned a shape that genuinely moved as part of the split, not a regression: pool-remedy.test.py's FakeTmux matched argv ending in "start-cli.sh" to detect a worker launch — workers now launch via launch-worker-session.sh, so the match never fired and both the mock's success path and its own .launches() accessor went dead. claude-config-dir-resolve.test.sh's delegation check grepped start-cli.sh directly for the resolve_claude_config_dir call — that call now lives in session-launch.sh, which start-cli.sh sources; the check now confirms the sourcing link plus the resolver call at its new home, and still refuses a second direct M0-subcommand copy anywhere in the chain. shutdown-sentinel-survives-failed-launch.test.py's ordering check required one of a few literal liveness-proof strings in the 40 lines before each clear_shutdown_sentinel call — the create+poll loop moved into launch_claude_session() (session-launch.sh), called and checked for failure immediately before both call sites, so that function name is now equally valid evidence of the same guarantee. Co-Authored-By: Claude Sonnet 5 <noreply@anthropic.com>
qingyun-wu's review: line 74 used tempfile.TemporaryDirectory(ignore_cleanup_errors=True) directly, a 3.10+ kwarg on a repo whose floor is 3.9 (CONTRIBUTING.md). The same file already defines scratch() specifically to work around this — a mkdtemp + shutil.rmtree(ignore_errors=True) pair with identical semantics — for every other case in the file; this one call site was missed. Swapped to scratch(). Co-Authored-By: Claude Sonnet 5 <noreply@anthropic.com>

APPROVE at 017a3b3e4, replacing my CHANGES_REQUESTED. I checked all four of the tests I flagged and your "stale assertions" diagnosis is right — none of the four changes weakens what its test proves.
Why I was prepared to find masking, and did not. A refactor that turns four red tests green by editing the tests is the shape of a covered-up regression, so I read each patch against the question "does this change HOW the test reaches the behaviour, or WHAT it asserts?"
shutdown-sentinel-immediate-exit-controls(+1) andshutdown-sentinel-restored-by-real-launcher(+1) — both addsession-launch.shto the fixture'sNEEDEDtuple. Assertions untouched; the fixture just has to carry the filestart-cli.shnow sources. And the second test's own comment is the argument for it: "a missing one kills it at line 23 and the sentinel then 'survives' only by never being cleared." Without your change that test was heading for a false pass, not a true failure.pool-remedy(+2/-2) — the mock's argv match moves fromstart-cli.shtolaunch-worker-session.sh.spawn_worker.pycalls the new launcher, so an unchanged mock would stop intercepting and the test would exercise nothing. Mock fidelity, not a softened check.shutdown-sentinel-survives-failed-launch(+3/-1) — the only one where masking could hide, since it widens an accepted-token set. I verified the claim instead of taking it:
session-launch.sh:349 launch_claude_session() {
350-353 tmux ... new-session -d -s "$SESSION" ... claude ... || true
354 for _ in $(seq 1 25); do
355 claude_named_session_running && return 0
356 sleep 0.2
357 done
358 return 1
It creates the session and then polls liveness for ~5s, returning 0 only on a positive observation. So a caller checking its return really does hold the same proof the old inline tmux_core_session_running gave — arguably a stronger one, since || true on the create means a failed create still falls through to the poll rather than short-circuiting into a false success.
One thing that got weaker, worth recording rather than blocking on. The test verifies a token within 40 lines of the clear, so it now accepts launch_claude_session appearing nearby — but it cannot see whether the caller consults the return. A future caller that invokes it and ignores $? would satisfy the grep with no proof at all. That is the same limitation this repo has hit before: a substring check cannot see data flow. Not a regression you introduced — the heuristic was already a grep — but the proof it is grepping for moved behind a return code, which is precisely where a grep stops being able to follow. If that test is ever reworked, asserting on an effect rather than a token is the upgrade.
Explicit about what I am not claiming: CI is not green. 14 success, 7 in progress at review time. My block's stated condition was green shards, and they have not reported. I am clearing anyway because the review objection is resolved and verified, and red CI gates merge on its own — holding my CHANGES_REQUESTED past that point would make the PR look review-blocked when it is only waiting on a run. If the shards come back red on the same four files, that is a new fact and I will file it as one.
Structural findings from my first review still stand unchanged: 16 worker conditionals → 0, core-only steps all present, the shared script carries all nine concerns, both launchers source it, and the ACCEPT_BYPASS opt-in reaches workers by inheritance at spawn_worker.py:297-299. And your round trip discharged the witness item two passes ago.
Noted on the force-push: I reviewed 017a3b3e4 as it stands now, not the pre-push history.

APPROVE at 017a3b3 — this supersedes my CHANGES_REQUESTED at 3feaaa669.
My finding is fixed, both halves. The test I reproduced failing now passes on both sides:
tests/shutdown-sentinel-immediate-exit-controls.test.py
at 017a3b3e4 exit 0 — All immediate-exit controls passed
at origin/main exit 0
And you took the optional half too: start-cli.sh now names the missing sibling before sourcing it, with a message that states the actual trap — "a scratch checkout/fixture must copy it alongside this file". That is better than the bare No such file or directory at line 35 that sent me looking at the launcher instead of at a fixture's file list.
I went through the three assertion updates carefully, because "stale assertions" is exactly where a regression hides behind a refactor. One per file:
-
claude-config-dir-resolve.test.sh— strengthens. It adds a delegation-link assertion that did not exist before (start-cli.shmust sourcesession-launch.sh), follows the resolver call to its new home, and widens the no-second-copy scan from two files to three, now including the launcher that only delegates. More coverage than before, not less. -
pool-remedy.test.py— pure follow-the-move. The mock's argv suffix changes fromstart-cli.shtolaunch-worker-session.sh; nothing else. -
shutdown-sentinel-survives-failed-launch.test.py— the only one that accepts a new shape rather than following a move, so it is the one worth checking rather than accepting. The liveness heuristic now also matcheslaunch_claude_session, on the stated grounds that it "does the create+poll internally". I verified the premise instead of trusting the comment:session-launch.sh:349runstmux new-session -d …and then pollsclaude_named_session_running25 times at 0.2s, returning 0 or 1. So the name does currently mean create-and-poll, and the widening is honest. The residual, small and worth knowing: that heuristic is a source-text scan, so it now trusts the name. If
launch_claude_sessionever keeps its name and stops polling, this test still passes. That is a property the suite already had before this PR — it was scanning forcommand -v claudeon the same basis — so it is not a regression, just a place where the guard is thinner than it reads.
Suites at this head, env -i with fswatch and tmux on PATH: claude-config-dir-resolve exit 0 · shutdown-sentinel-survives-failed-launch exit 0 · pool-remedy OK · worker-mode-is-gated-on-env OK.
Gates, and one has moved the wrong way: license/cla is ABSENT at this head — the commit status endpoint returns zero contexts, where it was success at 3feaaa669. Not red, missing, and it has come and gone across heads on both this PR and #4585 today, so confirm it is present at whatever head you merge rather than assuming it carried. CI is still running on all seven jobs; nothing red yet, and the force-push means these are first runs, not re-runs.
Two other change requests remain from @john-the-dev and @qingyun-wu at 3feaaa669. Mine is cleared by this review; theirs are theirs to clear.

Reviewed at the live head 017a3b3 (moved twice since this thread's task requests — 58767e8 → 3feaaa6 → 017a3b3 — reviewing the current head, not the named ones).
qingyun-wu's blocking concern (Py3.9 ignore_cleanup_errors incompatibility) is fixed by 017a3b3. Verified independently:
- The named line (
tests/worker-mode-is-gated-on-env.test.py:74) now uses the newscratch()helper, which istempfile.mkdtemp()+shutil.rmtree(ignore_errors=True)— no 3.10+ kwarg.grep -rn ignore_cleanup_errorsacross the tree: zero hits. - Ran the fixed suite: 13/13 pass (python3.10; python3.9 unavailable on this host, but the replacement code has no version-gated API at all, so 3.9 compatibility follows from the source, not just a version-matched run).
Independently re-ran ~7 of the touched suites (start-cli-worker-bootstrap, spawn-worker-launcher 52/52, spawn-worker-runtime-and-sentinel 11/11, start-cli-claude-task-notifier 18/18, plus the fixed suite above) — all green.
The PR's one documented caveat (start-cli-model-pin.test.py) — reproduced independently, confirmed pre-existing. On my host this suite gave 3 failures (not the PR's claimed 2 — mine also fails pinned-attach, a tmux show-environment query error), but I ran the same file against unmodified main in a separate worktree and got byte-identical failures there too. Host/environment-specific, not introduced by this diff, independent of the PR author's own repro.
Spot-checked the mechanical split: spawn_worker.py's launcher_argv now points at skills/worker-pool/scripts/launch-worker-session.sh with no --runtime arg — correct, since WORKER_MODE_RUNTIMES only ever contained "claude". No hardcoded host paths in the diff (session-launch.sh, launch-worker-session.sh, start-cli.sh).
Live witness + task-to-result round trip (PR body + issue comment): read both, the shape matches what #4577/#4585 already established as the accepted decoupled substitute for a full interactive login (worker has no live credential session to complete that with) — resolved env checked via tmux show-environment, then a real task dispatched through that exact resolved SUTANDO_WATCHER_CMD with a real result written back. Not re-run myself (would touch a live tmux/credential surface), but the printed evidence is concrete and consistent with the diff.
CI: 20/21 green, diff coverage 100% (passes 95% bar). One pending: PowerShell + Windows runtime — in_progress, ~7 min in; this PR touches no .ps1 files and explicitly leaves the runtime dispatcher/codex launcher untouched, so it's very unlikely to be affected, but I'm not claiming full-green since it hadn't finished as of this review.
Approving on the substance and the independent verification above.

My Python 3.9 blocker is fixed at 017a3b3e43f7ac6dfbe5de3b891d99f27cb4794e: the remaining TemporaryDirectory(ignore_cleanup_errors=True) call now uses the repository's 3.9-compatible scratch() helper.
I reran the affected launcher suite with Python 3.9.6 outside the filesystem sandbox so tmux could create its private socket: all 13 tests passed. The five adjacent changed suites also passed (immediate-exit controls, real-launcher sentinel restoration, failed-launch sentinel preservation, pool remedy, and Claude config delegation).
Approving to clear my fixed blocker. The separate live round-trip requests from other reviewers remain their decisions and are not overridden by this review.

…tant #4586 moved pool-worker launch from start-cli.sh to launch-worker-session.sh, so the two fakes that matched "start-cli.sh" never saw a launch once main was merged. Both now match Path(spawn_worker.LAUNCHER).name. Co-Authored-By: Claude Opus 5.5 (1M context) <noreply@anthropic.com>
Summary
start-cli.shcarried anif WORKER_INSTANCEbranch (13 references) runningthe length of the file — a placement-rule violation ("worker-specific
behavior lives in skills/worker-pool, never as 'if worker' branching in
core/src/"). This splits it into:
src/agent/claude/cli/session-launch.sh(new, 359 lines) — themechanics genuinely shared by any headless claude session: Python

WORKER_INSTANCE: 13 → 0 references. Every surviving guard(shutdown-sentinel stash/clear/restore, task-notifier watcher, core
monitor,
--restart/--force-restart, attach/orphan-adopt/heal,--visible, session-starts.log) is unconditional core ceremony.skills/worker-pool/scripts/launch-worker-session.sh(new, 142 lines)— a worker's own full launch: its own env forwarding
(
SUTANDO_WATCHER_CMD, workerSUTANDO_PY, inbox/resolver/delivery-scriptwiring),
/startup --workerboot prompt, no owner-facing surfaces(
--remote-control/--chrome), no attach/heal (spawn_worker.py'ssession_probe()already refuses a launch onto an existing session, so aworker launch is always fresh).
spawn_worker.py'splan()now pointslauncher_argvat the new workerscript with no

Confirmed on disk (matching the printed

far as ANY headless launch can go without a live human answering it). Correct
