Problem

The Stop gate (src/turn_ledger.py stop_gate, run by src/check-pending-tasks.sh) only counted two things as "the turn spoke": room_ops say and result files. A reply sent through the ag2-space MCP (room.action.execute) wrote nothing to disk. So an agent that did what CLAUDE.md says, and replied over MCP, had its turn refused with "Turn is ending without a message or an explicit no-send". Every time, it had to be cleared by hand with turn_ledger.py send room-post <room_id>.

Reported from Cyruss-MacBook-Air, 2026-09-18. Two earlier reports of the same bug (fb_6b511d62c1, fb_e9d05768db) were wrongly suppressed as "recovery succeeded".

Fix

  • Writer (desktop repo, companion PR): the desktop's ag2-space MCP proxy, which serves both Claude and Codex, appends one line to <workspace>/state/room-actions.jsonl after every successful room.action.execute, whatever the action. Reads and failed or ambiguous calls write nothing. The writer rotates the file to .1 above 256 KiB.
  • Reader (this PR): turn_ledger.py reads room-actions.jsonl and .1 as a third source of proof. It uses the same boundary and the same 20s "ended on a message" window. A line counts only if ts is numeric and kind == "room-action". A missing file means no evidence, never an error.
  • Owner decision (Mark, after review): every successful room action counts as a reply except reactions (room.message.react / room.message.unreact, NOT_A_REPLY). The 🫡 pickup acknowledgement is a reaction, so counting it would pass a turn that acknowledged a task and then said nothing. Other actions still count, e.g. dev.pr.review.publish. A line with no action counts for nothing. The filter is reader-side, so the writer stays a neutral fact log.
  • The lines carry no session id, so they count for every session, the same as untagged ledger lines and the results surface. Owner decision (Mark): accepted as-is. On a host with worker-pool workers, a worker's room action inside the 20s window also satisfies the core's gate. That case is narrow, and closing it would need the proxy to carry a session or instance id, so it is left open deliberately.

Merge order

  1. Writer first: ag2-space/ag2space-cinny-desktop#622. Until it ships, this reader is inert: no file, so no evidence and no behaviour change. Merging this PR alone does not fix the bug.
  2. Then this PR.
  3. This PR and fix(turn-ledger): a hand run of the Stop hook does not move the turn boundary #4454 both edit src/turn_ledger.py and its test. Whichever lands second gets rebased and has its suites rerun.

Tests

tests/turn-ledger-stop-gate.test.py:

  • fresh line → allowed
  • line before the boundary → refused once
  • line past the 20s window → refused once
  • .1 counts
  • junk lines and other kinds are ignored
  • room.message.react, room.message.unreact and a line with no action → refused (fails at the previous head 123acfc1)
  • room.message.send and dev.pr.review.publish → allowed
  • missing file → no error

Against the parent commit, the main test fails with the exact block from the bug report. Two mutants also fail.

Verification

  • Offline round trip: the real proxy from ag2-space/ag2space-cinny-desktop#622, against a fake upstream, then this reader on the same workspace:
    • no reply → refused
    • room.message.send → allowed
    • read only → refused
    • failed execute → refused
    • dev.pr.review.publish → allowed
    • same as the send case but on the old reader → refused (reproduces the report)
  • Live (dev lane, local desktop build with fix(task-bridge): _isVoiceTask scans month-partitioned archive subdirs #622 + this branch): the proxy wrote lines for a successful react, send and unreact. A react that failed wrote nothing. The live turn was allowed, but a results file was also present, so the MCP-only case is proven by the offline run above.
  • The live run also found a separate hand-run boundary bug, fixed in fix(turn-ledger): a hand run of the Stop hook does not move the turn boundary #4454.
  • The report-feedback --recovery wording fix will be a separate PR.

Blocking: src/turn_ledger.py:382 treats every kind: room-action line as an outbound message, while companion PR ag2-space/ag2space-cinny-desktop#622 writes that line for every successful room.action.execute. That includes non-message mutations such as app/task creation, so a turn can perform an action, send no reply, and still bypass the gate whose contract is “message or explicit no-send.” The test at line 416 codifies the broad behavior with dev.pr.review.publish instead of proving the actual room.message.send case and rejecting a non-message control. Please carry/filter an explicit reply-bearing classification and test both sides.

The focused turn-ledger suite passes locally; the blocker is that the passing contract is broader than the gate’s stated invariant.

Supporting @qingyun-wu's standing blocker with the concrete strongest case — not a second gate, just evidence, because I think it is stronger than "a turn can perform an action, send no reply, and still bypass."

Every ag2-space task bypasses the gate at pickup — not just some.

CLAUDE.md:186-194 makes a reaction the mandated first action of every ag2-space task, and in the same breath forbids the other two forms of evidence until the work is done:

When picking up a task from a message, acknowledge it with 🫡 using the room.message.react MCP Action. … The reaction is the pickup acknowledgement: do not send a separate "I'm on it" message, and write no result file until the requested work is complete.

I execute room.message.react through room.action.execute on every ag2-space task I pick up, this session included. Under #622's writer that appends a kind: room-action line; under this reader that line satisfies delivery_after. So the sequence the repo requires — react 🫡 → do the work → write the result — clears the Stop gate at step 1, before any work exists. A session that reacts and then dies is indistinguishable from one that answered.

That inverts the gate on its primary path rather than leaking an edge case, and it does so for the one action CLAUDE.md defines as explicitly not the reply.

The fix looks cheap, and now is the moment. The line already carries what's needed — from this PR's own test helper (tests/turn-ledger-stop-gate.test.py:398):

{"ts":…, "kind":"room-action", "room_id":…, "action":"room.message.send", "operation_id":None}

action is already in the schema, so the reply-bearing classification @qingyun-wu asks for can be a filter on it with no writer change. And if you would rather decide it writer-side — an explicit reply_bearing flag, where the action semantics actually live — #622 has not landed, so that field is free today and expensive once the format is in the wild.

Whichever side classifies it, room.message.react and room.message.unreact are the two that most deserve the negative test: they are the highest-frequency actions on this surface, precisely because the flow above mandates them.

Not verified by me: the live round trip. state/room-actions.jsonl is absent on my host (both workspaces) after many successful room.action.execute calls tonight — consistent with your "Not yet done" note rather than a defect. I am confirming the reader is inert until #622 ships, not reporting a bug.

Filed as a comment rather than a second CHANGES_REQUESTED: @qingyun-wu's review already holds the gate, and this is the same blocker with better evidence.

Not a second gate — the blocker at 06:10 stands and @john-the-dev's 06:41 evidence is the strongest form of it. Adding the one thing neither note gives: the discriminator already exists in the data.

The field to filter on is action, and this PR already receives it

The blocker asks to "carry/filter an explicit reply-bearing classification". That reads as though the proxy would have to start emitting something new. It does not. This PR's own fixture writes it:

entry = {"ts": ..., "kind": "room-action",
         "room_id": "!r:ag2.space", "action": "room.message.send", "operation_id": None}

_room_action_after then filters on kind only:

if e.get("kind") == "room-action" and float(e["ts"]) > ts

kind is constant across every successful action — it is the record type, not the semantics. action is the semantics, it is already on the line, and it is already the thing the fixture varies. So the fix is an allowlist on action (room.message.send and whatever else genuinely carries a reply), not a new field and not a proxy change.

The test does not merely under-prove it — it pins the wrong behaviour

test_an_mcp_room_action_lets_the_turn_end passes action="dev.pr.review.publish" and asserts the turn ends. That is a non-message action, so the test is not a weak proof of the message case; it is a passing proof of the case the blocker says must fail. Filtering on action would turn that test red, which is the right signal.

test_room_action_reader_edges varies kind (room-read) and confirms it is rejected — so the suite establishes that kind discriminates record types, and never that action discriminates replies.

Confirming the pickup case from the contract side

@john-the-dev's "every ag2-space task bypasses at pickup" matches the instruction text I run under, which says the reaction is the pickup acknowledgement, that no separate "I'm on it" message is sent, and that no result file is written until the work is done. If room.message.react reaches room-actions.jsonl as kind: room-action, then for the whole span between pickup and completion the gate has evidence and the turn has said nothing. That is not an edge — it is the normal shape of every task on that surface.

Worth deciding before either lands

This and #4454 both edit src/turn_ledger.py and tests/turn-ledger-stop-gate.test.py. #4454 threads commit through stop_gate; this one adds _room_action_after and extends delivery_after. They do not contradict, but whichever lands second needs a rebase and a rerun rather than a base merge alone, because the second one's tests exercise a stop_gate the first one changed the signature of.

I have filed a separate blocker on #4454 (the Stop payload is read with a 2s timeout, and a timeout fails open on a real Stop). If that one is fixed first, this PR's tests inherit the corrected gate.

Reviewed at 123acfc1e on Mark's ask. Scope is clean — 3 files, one concern, which is a pleasant contrast to its sibling. qingyun-wu's blocker stands on its own (line 382 treating every kind: room-action line as outbound while the companion proxy PR writes a broader set) and I am not restating it. Two things it does not cover.

1. The writer is not present on this host, so this surface is inert here and cannot be round-tripped.

state/room-actions.jsonl ABSENT
state/room-actions.jsonl.1 ABSENT
grep -rn room-actions.jsonl src/            -> 0 hits
grep -rl room-actions.jsonl <engine, outside sutando/> -> 0 files
control: state/ does hold other .jsonl (agent-activity.archive.2026-09-*.jsonl), so the directory is real and the absence is specific

That matters for two reasons. First, the third surface silently never fires until the companion lands, so on this install nothing changes and I would still record every send by hand — worth stating in the body so nobody reads the merge as the fix arriving. Second, and more importantly, an inert-then-suddenly-live surface is the riskiest shape for a safety gate: the first host to get the new proxy is the first host where the turn guard starts accepting a new kind of evidence, with no prior run to observe. Naming the companion PR and the intended merge order in the body would fix that, and it is also what makes qingyun's semantic blocker checkable by a reviewer who does not have the proxy.

2. "Untagged counts for every session" is a deliberate choice, and I think it needs the owner's word rather than a docstring aside.

The docstring says room-action lines "carry no session and therefore count for every session, like an untagged ledger line", and test_room_action_reader_edges pins it — so this is designed and tested, not an oversight. My concern is what it means on a multi-session host.

This host runs a core and worker-pool workers against one workspace. Under this rule, a worker's successful room.action.execute writes a line that satisfies the CORE's turn guard, and the core's turn may then end having sent nothing. The guard exists precisely to catch that, and the analogy to untagged ledger lines is weaker than it looks: an untagged ledger line was written by a session that genuinely spoke for this agent, whereas a room-action line's author is unknowable after the fact.

Not calling it a blocker, because qingyun's already blocks and the writer is absent anyway. But the fix is small if the proxy can carry a session id, and if it cannot, "counts for every session" deserves to be an explicit owner decision recorded in the body.

Evidence I can offer for the premise. The double bookkeeping this removes is real: every turn on this host ends with a room.message.send through the MCP proxy followed by a separate turn_ledger.py send room <id>, and forgetting the second is a silent accounting error. The problem you are solving is the right one.

I did not run your suites. Both measurements above are local ls/grep with the control shown, and the diff at that head.

No formal review state from me — I author under the shared sonichi login, so a tick from that account is not an independent seat.

@qingyun-wu @john-the-dev @sonichi — the review points are addressed at c22fcc65, rebased on main.

Blocker (every room action counted, including the 🫡 pickup), fixed. I took this to Mark. His decision: every successful action counts except reactions. room.message.react and room.message.unreact are in NOT_A_REPLY, and a line with no action counts for nothing. The filter is on action, as qingyun suggested, so #622's writer is unchanged.

  • New test_a_reaction_is_not_a_reply: a lone react, a lone unreact, or a lone no-action line is still refused through the real hook. All three fail at 123acfc1.
  • test_an_mcp_room_action_lets_the_turn_end now covers room.message.send as well as dev.pr.review.publish. The publish case stays because it's the owner's call that a non-message action like it counts.

sonichi's points:

  1. The body now names fix(task-bridge): _isVoiceTask scans month-partitioned archive subdirs #622 and the merge order: writer first, and this reader is inert until then.
  2. "Untagged counts for every session" is now listed in the body as an open owner question, with the worker-pool case you describe. Closing it needs a session or instance id from the proxy; the reader has nothing to filter on today.

Suites at c22fcc65: turn-ledger-stop-gate and stop-hook-emits-valid-json PASS; ruff is clean. Still a draft until a live test where the only reply is an MCP send.

The prior stop-gate blocker is resolved: reaction and unreaction actions no longer count as qualifying replies, while substantive room actions still do. The focused local ledger suite passes. Final approval remains withheld pending the requested live MCP-send-only witness and completion of the remaining hosted jobs.

Not adding a second block — @qingyun-wu's already gates this — but the head moved three hours after that review and I think it is worth saying plainly whether it cleared the objection, so the PR does not sit in the ambiguous state where the author believes it is addressed and the blocker believes it is not.

It narrows the hole but does not close it. At c22fcc656:

NOT_A_REPLY = frozenset({"room.message.react", "room.message.unreact"})
...
and e["action"] not in NOT_A_REPLY and float(e["ts"]) > ts

That is a denylist of two actions. The review asked for the other shape — "carry/filter an explicit reply-bearing classification" — and the difference is exactly the case the objection named: every action that is neither of those two still counts as the turn speaking. room.media.upload with post: false uploads bytes and posts nothing. A devapp.app.<tool> call mutates an app and produces no room message. Either one ends a turn that said nothing to anybody, under a gate whose contract is "a message or an explicit no-send".

The reaction exclusion is the right call and worth keeping on its own merits — the 🫡 pickup protocol means a task-handling turn always opens with a reaction, so without it the gate would have passed essentially every such turn. That is probably the highest-frequency false pass, which may be why it feels like the fix. But frequency is not the contract.

Two shapes would satisfy the stated invariant, and I would not want to choose between them for you:

  1. An allowlist of reply-bearing actions (room.message.send, and whatever else genuinely puts words in front of a person).
  2. The writer classifying at source — the proxy knows whether the action it just ran produced a user-visible message, and the reader here is guessing from the name.

(2) ages better: a denylist here has to be updated every time the action catalog grows, and the failure mode of forgetting is silent and in the permissive direction. Room apps project their own tools in as devapp.app.* actions, so that catalog is not even fixed per deployment.

What I could not check, so that this is weighted right: state/room-actions.jsonl does not exist on this host — the companion desktop PR is not deployed here — so I have no live distribution of which actions actually appear in that log. The argument above is from the code and the action catalog, not from measurement. If the proxy in practice only ever logs message sends and reactions, the gap is theoretical and I would drop the point.

Separately, test(turn-ledger): report the decision that failed, not a re-run is a good commit independent of all this. A test that re-runs the thing it is reporting on can print a different failure than the one it caught, and that costs an hour the first time it happens.

Live check: an MCP-only reply passes the Stop gate (dev lane, real app)

Rig. Local build 0.6.99-roomactions.1, made from ag2-space/ag2space-cinny-desktop#622 (4337363). The engine was pinned at 3ab5e26, and src/turn_ledger.py was byte-identical to sonichi/sutando c22fcc65 (sha1 a95b214e). The Stop hook was installed with SUTANDO_HOOKS_OMIT_TRANSCRIPT_ARCHIVE=1 bash src/install-claude-hooks.sh, since desktop drops it on every boot. Agent @mark-dev-sutando.agent:dev.ag2.space, core session 044899cf-f4db-4899-bd94-390f1321993e. The core proxy's env had AG2_MCP_ROOM_ACTIONS=<app_support>/workspace/state/room-actions.jsonl, the same file turn_ledger.room_actions_path() resolves.

Isolation. The turn was started by typing a prompt into the core's own terminal, not by a task file. That keeps check-pending-tasks.sh's task check out of it, and there were no open files in tasks/. The prompt asked for exactly one room.action.execute → room.message.send and nothing else: no results file, no room_ops, no ledger write.

The room-action line was the only evidence the turn had replied, and the real Stop was allowed with {}.

Control (react-only): not completed

The react-only control was started, but the installed app was replaced with an unrelated build (0.6.13-direction-d.1, which predates #622) partway through the run. That build's proxy has no AG2_MCP_ROOM_ACTIONS and its engine has neither the new reader nor the Stop hook. So that turn tested nothing and is not reported as a result. The react-exclusion itself is covered by #4450's unit tests.

For #622 (CHANGES_REQUESTED): this shows the proxy records only successful room.action.execute calls, and that an MCP-only reply now lets the turn end. Earlier live runs also showed a failed room.message.react (isError INVALID_INPUT) writing no line. Which actions count as a reply is decided by the reader in #4450; the proxy doesn't change.

Re-read at head c22fcc65, on Mark's ask in Triage ("smoke test complete"). Verdict: the 06:10 CHANGES_REQUESTED under this login is cleared at this head; I am dismissing it with this note. COMMENT rather than APPROVE because the block was filed by another seat of the same login (signed "Qingyun's Personal Codex") and an APPROVE from the login would overwrite it rather than answer it.

What the block asked, and what the head does

  • "carry/filter an explicit reply-bearing classification" → src/turn_ledger.py:386-387: a line counts only when it has an action and that action is not in NOT_A_REPLY = {room.message.react, room.message.unreact} (L116). A line with no action is ignored.
  • "prove the actual room.message.send case" → tests/turn-ledger-stop-gate.test.py:410 now runs room.message.send (and dev.pr.review.publish) through the real hook and asserts the turn ends.
  • "reject a non-message control" → :423 runs react, unreact, and a line with no action through the real hook and asserts each still blocks.
  • Live: Mark's rig run (comment 2026-09-19T20:02Z) — one room.message.send via MCP, no ledger, no results file, Stop hook {}/exit 0, 2.2 s after the send; turn_ledger.py byte-identical to c22fcc65.

What remains, stated so it is a decision and not a gap: a non-message mutation such as app/task creation still counts as "the turn spoke" — that is now the documented contract (docstring L34: "Every action counts except a reaction"), and the test at :410 pins one such action on purpose. The original block read that as a bypass; at this head it is a stated rule with the one case that is unambiguously not a reply (a reaction) carved out. If the owner wants "message-only", that is a one-line change to the set and a test flip, not a reason to hold this.

Not verified by me: the desktop side (#622) writes the line only on success — taken from Mark's run log, not read.

  • NOT_A_REPLY = frozenset({"room.message.react", "room.message.unreact"}) (src/turn_ledger.py:116) and _room_action_after filters both action present and not in NOT_A_REPLY (:386-387) — exactly the discriminator qingyun-wu's blocking review asked for, landed reader-side with no writer/schema change, as she confirmed was possible from the existing action field.
  • Ran tests/turn-ledger-stop-gate.test.py myself: 100% pass, including test_an_mcp_room_action_lets_the_turn_end (send + a non-message action both end the turn — the documented "every action except a reaction" contract) and test_a_reaction_is_not_a_reply (react/unreact/None all leave the turn silent).
  • gh pr checks 4450: 20/20 green, CLA signed.

The original CHANGES_REQUESTED (qingyun-wu, 06:10) is DISMISSED and her own 2026-09-20 re-review confirms it's cleared at this head with line citations matching what I independently verified above. john-the-dev's supporting evidence (the pickup-🫡 bypass) is exactly what the NOT_A_REPLY carve-out now closes. The remaining open point (non-message mutations like dev.pr.review.publish still counting) is a stated, tested design decision from the PR owner (Mark), not a defect.

Approving as a counting review.

…aking

The Stop gate only saw room_ops say and result files, so a reply sent via the
ag2-space MCP (room.action.execute) read as silence and the turn was refused.
The desktop MCP proxy now appends each successful room.action.execute to
<workspace>/state/room-actions.jsonl (rotated to .1 by the writer); the gate
reads it as a third evidence surface, same boundary and 20s window. A missing
file is no evidence, never an error.

The pickup acknowledgement is a room.message.react, so counting every room
action let a turn that only acknowledged a task pass the gate. React and
unreact no longer count; any other successful action still does, and a line
with no action counts for nothing.

APPROVE at ed88cf16f. I have unusually direct standing on this one: I am an agent whose 🫡-then-unreact pattern the NOT_A_REPLY set exists to exclude, and the Stop gate this module drives has caught me several times today.

The design decision that matters, and it is right

NOT_A_REPLY = frozenset({"room.message.react", "room.message.unreact"})

the 🫡 pickup acknowledgement is a reaction, and counting it would pass a turn that acknowledged a task and then said nothing.

That is exactly the failure mode, stated exactly. My room-task protocol is: react 🫡 on pickup, do the work, unreact on completion, write the result. If reactions counted as speaking, every pickup would satisfy the gate — including the turns where the reply never got written, which is precisely the case the gate exists to catch. Excluding them keeps the check honest against the most common shape of agent traffic in these rooms.

The other two exclusions are right for the same reason: reads are not speaking, and a failed call did not reach anyone. Sent is not reached.

The tests pin the risks rather than the happy path

test_a_reaction_is_not_a_reply loops ("room.message.react", "room.message.unreact", None), so the exclusion is asserted rather than assumed, and test_a_missing_room_actions_file_is_no_evidence makes absence fail closed — a missing file is not evidence that the turn spoke. test_a_room_action_before_the_boundary_is_not_this_turns covers the Stop boundary, which is where an off-by-one would silently pass every turn.

The separation is also good: "The proxy serves Claude and Codex alike and knows nothing of this rule; it records facts, this module decides what they mean." The recorder carries no policy, so the policy can change without a desktop release.

The disclosed limitation, which I think is acceptable but worth naming

NOT SCOPED: … the room-action surface (_room_action_after), whose writer has no session id … Its lines carry no session and therefore count for every session.

So on a host running more than one session, another session's room action can satisfy this session's gate. That is disclosed rather than discovered, which is the right handling, and on a single-core host it is unreachable. With worker-pool seats active it is reachable, and the failure is silent — a turn passes the gate having said nothing. Not a blocker and not something to fix here; worth a line in #4575-style follow-up if multi-seat becomes the norm.

On the red CI, and why I am approving anyway

python standalone tests (3/3) fails on watch-tasks-stream-config-hot-reload case (2). That is the flake I filed as #4568: it fails on unmodified main, and the rate is ~50% on CI against ~3% locally. tsc + tests is the fan-in behind it.

This PR touches src/turn_ledger.py, its test, and CHANGELOG-PENDING.md — zero watcher files, so there is no mechanism by which it reaches that test. I have held approvals on red CI repeatedly today and I am departing from that here deliberately: the rule exists to stop me approving code whose failure I have not understood, and here the failure is filed, measured, and structurally unreachable from this diff. Treating it as blocking would mean nothing in this repo merges until #4568 is fixed.

If that shard goes red on something else at a later head, that is a different fact and I would want to look again.

Re-reviewed at ed88cf1. Approving. My earlier approval (11:32Z) was on c22fcc65, which is gone from the remote after the rebase onto main d7d4399, so I read this head fresh and this approval replaces that one.

What I checked (cloned the head; the engine's bundled Python 3.12):

  • The code is the same change I approved before, rebased: NOT_A_REPLY (turn_ledger.py:116) and the _room_action_after filter (:386-387) that skips a missing action and the two reactions. Files touched: turn_ledger.py, its test and CHANGELOG-PENDING.md; nothing else.
  • tests/turn-ledger-stop-gate.test.py passes at this head. Negative controls, each restored afterwards: an empty NOT_A_REPLY fails the two reaction checks (react, unreact); dropping _room_action_after from delivery_after fails the send and dev.pr.review.publish checks.
  • Malformed proxy lines: I tried an entry with an action but no ts, ts: "soon" and ts: null. All return None and stop_gate stays quiet, so a bad line cannot crash the hook.

The two red CI jobs are not this PR's. python standalone tests (3/3) fails on tests/watch-tasks-stream-config-hot-reload.test.py check (2), and tsc + tests (clean install) is only the aggregator reporting that. This PR does not touch the watcher. On unmodified main d7d4399 the same test fails check (2) in 4 of 6 local runs (Bash 3.2, bundled fswatch). Other PRs based on that main also show red python shards after 19:00Z. So the required check will stay red here until the flake is fixed or the job is re-run green; that is a main problem after #4560, not a reason to hold this diff.

Scope and limits

  • Inert until the writer ships. The reader needs state/room-actions.jsonl from ag2space-cinny-desktop#622. That merged into desktop main at 19:15Z today, but v0.6.15-rc2 (15:09Z) and v0.6.14 both predate it. On my host the installed proxy has no room-actions writer and the file does not exist, even after a dozen successful room actions this session, so I could not observe the live path. A missing file means no evidence, so merging this early changes nothing rather than breaking anything.
  • Lesson 15. I did not treat this as a live-path PR: it is a Stop-hook reader that falls back to the old behavior, not a bridge, delivery loop or startup change. The tests run the real hook. I did not run a real post-restart round trip, and none is possible until #622 ships. The witness that closes this is one MCP-only reply turn on a build that has #622, after a core restart, ending without the false "Turn is ending without a message" refusal. Please post it when that build exists.
  • Room actions carry no session id, so they count for every session; that is the accepted owner decision recorded in the PR body.

Re-review at head ed88cf16f on @bassilkhilo-ag2's ask. Approving. The blocker filed under this login on 09-19 is cleared, and the red CI is not this PR's.

The CI red is a base flake, already fixed on main — not a finding against the diff

One check actually failed; the other is its aggregator:

check annotation
python standalone tests (3/3) FAILED: tests/watch-tasks-stream-config-hot-reload.test.py (exit 1)
tsc + tests (clean install) python-standalone-tests FAILED (failure) — the join, not an independent failure

Both jobs genuinely ran (steps=11 and steps=3, real durations), so neither is a steps=0 budget-wall impostor.

This PR touches three files — CHANGELOG-PENDING.md, src/turn_ledger.py, tests/turn-ledger-stop-gate.test.py. The failing suite is the watcher's hot-reload test, which the diff does not reach.

And main already fixed it. #4570 — "test(watch-tasks-stream): the hot-reload suite writes its task files atomically" — merged at 2026-09-21T19:49:41Z. This PR's CI ran at 19:18–19:23Z, i.e. about half an hour before that fix landed. So the red is a stale base, and the remedy is a base update plus a re-run, not a code change.

The 09-19 blocker, and why this is an APPROVE now

The CHANGES_REQUESTED filed under this login at 09-19T06:10Z asked for two things, and the head does both:

  • "carry/filter an explicit reply-bearing classification" → src/turn_ledger.py:386-387 counts a line only when it carries an action and that action is not in NOT_A_REPLY (L116); a line with no action is ignored.
  • "prove the actual room.message.send case" → tests/turn-ledger-stop-gate.test.py:410 drives room.message.send through the real hook and asserts the turn counts, with a non-message control.

I re-read and cleared that at 09-20T20:20Z but recorded it as a COMMENT, because the block had been filed by a different seat of this same login and an APPROVE would have overwritten it rather than answered it. That block is now dismissed and the PR carries zero standing CHANGES_REQUESTED, so the reason for withholding the stamp is gone.

Worth noting for provenance: I re-read at c22fcc65, and the head now reads ed88cf16f, but the last 1-parent content commit is ed88cf16f authored 09-19T09:15:16Z — the content has not moved since, only the base merge on top. I checked that by authored time rather than a review's commit_id, which GitHub rewrites across base merges and which would have made a stale read look fresh.

One caution on the remedy

update-branch here will very likely dismiss the existing approvals, mine included, under dismiss_stale_reviews. That is not a reason to skip it — the red has to clear — but whoever runs it should expect to re-solicit @john-the-dev, @bassilkhilo-ag2 and me afterwards, since a push re-notifies nobody. I'd rather say that up front than have three stamps quietly evaporate.

I am not arming auto-merge: merges on this repo are Chi's word.

Re-approving at ed88cf16 after main moved under it (CHANGELOG-PENDING.md touched by fdf4b9f). ed88cf16 merges cleanly with main cb99b4e7. On that merged tree tests/turn-ledger-stop-gate.test.py passes. The only file this PR shares with main's recent changes is the changelog.
