Fixes #1062.

Summary

  • Changed except Exception: → except ImportError: on line 31 of skills/quota-tracker/scripts/read-quota.py
  • Adds 4 structural tests in skills/quota-tracker/tests/quota-tracker-bare-except.test.py

Why

except Exception: was swallowing any exception from status_read_path, not just ImportError. A genuine runtime error in workspace_default (e.g. a broken refactor, a bad config path) would silently fall through to _canonical = None, triggering the misleading "No quota-state.json found" message instead of surfacing the real bug — exactly what happened in the #1055 incident for ~12h.

Per Lucy's review on #1055:

"the bare except Exception: on read-quota.py:26 is what masked this for half a day. Worth a follow-up PR that narrows to except ImportError:"

Change

# Before
except Exception:
    _canonical = None

# After
except ImportError:
    _canonical = None

Tests

4 structural tests pass:

  1. Source contains except ImportError: (not except Exception:)
  2. The try/except block around the workspace_default import uses ImportError
  3. _canonical = None fallback is preserved
  4. from workspace_default import status_read_path import is still present

)

`except Exception:` was masking any runtime error from `status_read_path`
(e.g. a broken workspace_default refactor), producing a misleading
"No quota-state.json found" message instead of surfacing the real bug.
Narrowing to `except ImportError:` preserves the "module not installed"
fallback while letting genuine runtime errors propagate to cron logs.

Adds 4 structural tests in skills/quota-tracker/tests/.

Fourth PR for the same 1-line quota-tracker fix this session (after #1180 — open with test, #1230 — closed, #1238 — commented with no test, this). The .py test file is in skills/quota-tracker/tests/ which is picked up by #1207's extended test:py glob. If you intend this to supersede #1180, please close #1180 explicitly; otherwise close this in favor of #1180. Either way, only one should land.
