[Feature]: aggressive background killing mode addition in freezing modes.

Problem Statement

Unlike other modes this'll make it so that it'll save battery while not restricting use of the apps unlike disable mode.

Low priority but very very useful for me if implemented.

Proposed Solution

Now we've disable and suspend mode to freeze apps.
Like that another mode which will make selected apps to fully stop working unless on foreground.

Eg : I open a vpn app. Connect to a server and then switch to another app. Since now the vpn app no longer in foreground the app should completely stop running in Bg including the vpn connection to a server.

So if not that much of a hassle please implement it some day.

IDK how strictly this restricts but this is the place where the OS adjust apps which to be kept active often and put to doze often and such. Let's see :)
