Set target cpu to i486, reduce `max_atomic_width` to 32. There are two places that unconditionally use 64bit atomics in windows code: - futex.rs: Can just make conditional on `#[cfg(target_has_atomic = "64")]` - time.rs: can store the `FREQUENCY` value in a regular `static mut` global, and use an `AtomicBool` to indicate whether it's fully set already Limits crates to those without `AtomicU64`/`AtomicI64` usage.

update: i386 isn't likely to happen: cmpxchg is 486+ and libatomic-ish emulation is too much 😅
Even beyond atomics, LLVM doesn't support i386 well: llvm/llvm-project#58470
Let's try with i486 then!
