Improve errors for Tier 3 targets #4590

Problem you are trying to solve
When trying to install a Tier 3 target, the current error is the following:
$ rustup target add avr-none
error: toolchain 'stable-x86_64-unknown-linux-gnu' does not support target 'avr-none'
note: you can see a list of supported targets with `rustc --print=target-list`
$ rustc --print=target-list | grep avr
avr-none
This is pretty confusing if you're not familiar with it, since rustc clearly supports the target. What people should do in practice is use nightly and build-std (generally preferred), or fully build their own toolchain.

A better error message that explains this.

Do you want to try submitting a PR? Seems kinda straightforward...
We statically include data from the platforms crate into our source code, see:
https://github.com/rust-lang/rustup/blob/main/tests/suite/known_triples.rs
This doesn't include tiers yet, but probably not too hard to add that.

This is a duplicate; and I have already implemented a PoC 1 year ago I think. Let me see if I can find that branch...
