@RalfJung bit of a tricky situation here

stdarch reverted for _mm_srav_epi64 and similar simd bitshift (first argument is a vector of values, second a vector of shift amounts)
the Miri test suite test these intrinsics (and it seems reasonable to support them)
adding an implementation in the Miri repo would never test the implementation (the intrinsic is never used with the stdarch it compiles with)

So, I'm happy to open a PR on the miri repo, but testing will need to happen here. I also do plan to backport the additional test coverage to stdarch.

We used to have such implementations in Miri and just need to revert their removal.

IMO it's fine to disable these tests in this PR, I can get things lined up to revert the removal and to sync that.
