[NavigatorIOS] NavigatorIOS non-deterministically acquires the lock without freeing it, breaking UIExplorer #1933

This is on master -- if you run the UIExplorer enough times you will see the cells not navigate to their respective examples. JS is trying to acquire the navigation lock but requestSchedulingJavaScriptNavigation returns false because JS already has the lock, which is never freed.
