Expose lightningcss feature flags inclusion and exclusion#17

Please expose feature flags feature defined at https://lightningcss.dev/transpilation.html#feature-flags so we could include and exclude them as per documentation.

I work on project which requires CSS optimization and python-lightningcss greatly helps. As well I'm waiting for the #1 too.

    Hi Justin, sorry for taking so long to get back to you on this. I'll take a look at integrating these feature flags. Have you tried using #16? I've been waiting to hear some feedback on the structure before finishing merging it.
