plan(v0.40): re-plan v0.40.0 so it can be cut; v0.41.0 and v0.42.0 take the rest - #1022

…ke the rest The maintainer asked for the releases to be re-planned and prepared. v0.40.0 had 29 artifacts in scope with 20 not release-ready. It keeps what is delivered and verified; the rest moves: - v0.41.0 (gates and supply chain): REQ-389 vacuous gates, REQ-391 Kani, REQ-392 runner disk, REQ-393 musl, REQ-394 VEX, REQ-374 release record, REQ-375 oracles, REQ-346 serde_yaml removal, REQ-247 AADL export, REQ-296 property harness, REQ-377, REQ-378, REQ-397 (Open VSX: the workflow ships now; its acceptance needs a real release with the token), and two splits: REQ-400 (#956 item 3 and lower tier: MCP validate parity, with the constraint that MCP needs a stdout-clean compute step) and REQ-401 (#958 items 1-4). - v0.42.0 (design first): REQ-300, REQ-308, REQ-318, REQ-380, REQ-360. - backlog: REQ-376, blocked on spar's salsa pin. REQ-388's delivered items (5-7) are verified; items 1-4 are REQ-401. REQ-396 is verified; submitting to Context7 remains the maintainer's. v0.40.0 is then 15 artifacts, 12 verified, 1 accepted; it becomes cuttable when #1019 merges (REQ-387 is closed out the same way) and the maintainer accepts DD-082. Items 1-2 (#1019) and 4-8 (#1014) are fixed and tested. Item 3, the lower tier, and two residuals no test yet covers (snapshot keeps 100 for an empty scope; the single-page export omits the unmodelled reason) move to REQ-400 in v0.41.0, so REQ-387's remaining scope meets its acceptance. rivet verify found 14 source markers. rivet release status v0.40.0 now withholds only DD-082, which awaits the maintainer. Re-plans the releases so v0.40.0 can be cut. Only artifact YAML changes; no code.
v0.40.0 keeps what has been delivered and verified: 15 artifacts, 13 verified and 1 accepted.
