deps: bump webdriver-downloader to 0.17.0

fixing the unmaintained [RUSTSEC-2025-0134 advisory](https://rustsec.org/advisories/RUSTSEC-2025-0134.html) for rustls-pemfile and updating all dependencies to their latest majors, removing old crates from the dependency tree.
