Issue body actions

• Permissions: courses.view_enrollments, courses.enroll_learners, courses.unenroll_learners,
  courses.manage_course_team
• Behavior: read-only list with view_enrollments. The Enroll, Unenroll and Beta testers actions
  each depend on their own permission.
• Blocked by: Shared permissions infrastructure in the MFE #495, Enforcement: Enrollments tab #488 and the tab design.
