refactor: Separate course outline data and sidebar context logic

Splits useCourseOutlineSidebar into useCourseOutlineData and useCourseOutlineSidebar for improved separation of responsibilities. Updates components to reflect this change.

This allows the course outline to be used outside of a sidebar context.

This is a rebase of #1920

@itsjeyd This is just a rebase of #1920. I just did it in a new branch because there were too many conflicts to copying changes over was easier.
